בא בטרוניא עם בריותיו הרי בודאי שהוא נותן ומזמין ענינים טובים לשמוח בהם, ובפרט שבשנה זו, שנת עיבור, יש לנו שני חדשי אדר, כלומר שגם ה"מרבין בשמחה" צריך להיות בכפליים. ולא עוד, אלא שכיון שהציווי בא
מה' אלקים אמת
, הרי המדובר הוא בשמחה אמיתית, בלי ענינים המבלבלים.
ובעמדנו
לפני ערב פורים, שהוא היום-טוב של חודש אדר, למותר להדגיש שאחת הנקודות של פורים הוא ענין של קירוב הלבבות, שהוא אחד מטעמי מצוות משלוח מנות איש לרעהו,
כמבואר בטעמי המצוות
. ואין לך דבר המקרב לבבות בני ישראל איש לרעהו ולאביהם שבשמים כתורה ומצוות. ואם בכל השנה כולה שומה עלינו להפיץ היהדות ולבססה, על אחת כמה וכמה בימים אלו. ובודאי לדכוותי' האריכות למותר.
ויהי רצון שיעשו האמור מתוך שמחה ומתוך הוספה בתורה ובמצוותי' ובהתאם

I hereby acknowledge receipt of your letter from the 8th of Adar I, and I thank you for the good news that you passed the exam successfully. May it be G‑d's will that you continue to share only good news.
Especially since we are now in the month of Adar, in which we are commanded to increase in joy. And since the Holy One, blessed be He, does not make unreasonable demands of His creations, surely He provides and arranges good things to rejoice over. Particularly this year—a leap year—we have two months of Adar; meaning that our increase in joy should be doubled. Moreover, since this command comes from Hashem Elokim Emes (the L‑rd G‑d of Truth), it refers to true joy without any confusing matters.
As we stand before Erev Purim—the festival day of Adar—it is unnecessary to emphasize that one of Purim's key points is bringing hearts closer together. This is one reason for the mitzvah of mishloach manos ish l'rei'eihu (sending gifts from one person to another), as explained in the reasons for mitzvos. There is nothing that brings Jewish hearts closer to each other and their Father in Heaven like Torah and mitzvos. If all year long we are obligated to spread and strengthen Judaism, how much more so during these days. Surely for your esteemed selves there is no need for lengthy elaboration.
May it be G‑d's will that all this be done with joy and with increased Torah and mitzvos, in accordance with the words of the Megillah: "LaYehudim hayta orah v'simchah v'sasson v'yikar" ("For the Jews there was light and gladness and joy and honor")—and our Sages explained: orah means Torah, etc.
With honor and with blessings for joyous and radiant Purim days.
Summary
The Rebbe teaches that during Adar—especially a leap year—we must double our joy and focus on unity through Torah, mitzvos, and acts like mishloach manos on Purim. True happiness comes from fulfilling G‑d’s will together as one people.
