ויהי רצון שתהא המנוחה והשלום בארץ ובכל מושבות בני ישראל ויקויים הכתוב:

To the honored participants in Hakafos Shniyos in Nachalas Har Chabad in our holy land, may it be built and established, among all our brothers, the children of Israel who rejoice in Simchas Torah wherever they are—may they live long. Shalom u'Vrachah!
In the year of Shemitah and rest, at a time when there is a double joy—the joy of Israel with the Torah and the joy of the Torah with Israel—this joy encompasses our entire nation from one end to the other and unites it. This joy has special strength and content in our holy land, a land upon which "the eyes of Hashem your G‑d (the Giver of the Torah) are upon it from the beginning of the year to year's end."
May it be His will that there be rest and peace in the land and in all places where Jews dwell, and may the verse be fulfilled: "Bechukosai Teileichu v'es Mitzvosai Tishmoru V'hayisi Lachem L'Elokim V'atem Tihyu Li L'am V'holachti Eschem Komemiyus" (If you walk in My statutes and keep My commandments... I will be your G‑d and you will be My people, and I will lead you upright). And until each person can say: "Kemoft Hayisi L'rabim V'atah Machsi Oz" (I have been as a wonder to many, but You are my strong refuge), and may it be fulfilled: "Ratzisa Hashem Artzecha Shavta Shevus Yaakov B'shuvah U'nachas" (You have favored Your land; You have returned Jacob's captivity with tranquility), with the true and complete redemption through Mashiach Tzidkeinu.
The participant in your joy—our shared joy—and signing with honor and prayer for a year of rest for Hashem, joy in Hashem, learning His Torah, and fulfilling His mitzvos with tranquility and happiness,
