והמנוחה ובשעה ששמחה כפולה, שמחת ישראל בתורה ושמחת התורה בישראל, מקפת את כל עמנו מקצה הימין ועד קצה השמאל ומאחדת אותו.
תוקף ותוכן מיוחדים לשמחה זו בירושלים בירה הנצחית של עמנו הנצחי ככתוב בתורתנו הנצחית.
ויהי רצון שתהא המנוחה והשלום בארץ ובכל מושבות בני ישראל ויקויים הכתוב: בחוקותי תלכו ואת מצוותי תשמרו והייתי לכם לאלקים ואתם תהיו לי לעם ואולך אתכם קוממיות (בקומה זקופה).
ועד שכל אחד ואחת יאמר: כמופת הייתי לרבים ואתה מחסי עוז
ויקויים היעוד רצית ה' ארצך שבת שבות יעקב בשובה ונחת,
בגאולה האמיתית והשלימה ע"י משיח צדקנו.

Honored participants in the hakafos of Simchas Torah in Jerusalem, our holy city and the eternal inheritance of all the Jewish people, among all our brothers, the Jewish people who rejoice in Simchas Torah wherever they are—may they live—
Shalom u'Vrachah!
In the Shemitah year and at a time of double joy—the joy of Israel with the Torah and the joy of the Torah with Israel—which encompasses our entire nation from one end to the other and unites it. This joy has special strength and meaning in Jerusalem, the eternal capital of our eternal people as written in our eternal Torah.
May it be G‑d's will that there be rest and peace in the Land and in all Jewish communities, and that the verse be fulfilled: "Bechukosai Teileichu v'es Mitzvosai Tishmoru V'hayisi Lachem L'Elokim V'atem Tihyu Li L'am V'holachti Eschem Komemiyus" (If you walk in My statutes and keep My commandments... I will be your G‑d and you will be My people, and I will lead you upright). And until each person can say: "K'mofes Hayisi L'rabim V'atah Machsi Oz" (I have been a wonder to many but You are my strong refuge), and may it be fulfilled: "Ratzisa Hashem Artzecha Shavta Shevus Yaakov B'shuvah U'nachas" (You have favored Your land, O L‑rd; You have returned Jacob from captivity with tranquility), with the true and complete redemption through Mashiach Tzidkeinu.
The one who participates in your joy—our shared joy—and concludes with honor and prayer for a year of rest for Hashem, joy in Hashem, study of His Torah, and fulfillment of His mitzvos with tranquility and happiness, Menachem Schneersohn.
