ע"פ מ"ש חבר אני לכל אשר יראוך ולשומרי פקודיך, הריני משתתף בהוצאות דבנין הכי נעלה, מקוה טהרה, ומצו"ב השעק.
ואת"ל הרי זה גם מענין ימים אלו, ימי רצון דלוחות האחרונות, סיום וחותם דמתן תורה, וכפירוש רז"ל, אשר התחלת היות בני ישראל לעם וגירות שלהם, היתה:
בארץ מצרים, במילה - עלי' אמר דוד שירה, למנצח על השמינית, וסיומה ע"י הטבילה, בעת מתן תורה בחג השבועות,
ונוספה ע"ז בלוחות האחרונות, שניתנו ביום הכפורים, ע"י ששבו בני ישראל לה', - מעלת בעלי תשובה -
וכמאמר רז"ל: אשריכם ישראל כו' מקוה ישראל ה' מה מקוה מטהר כו' אף הקב"ה מטהר את ישראל.

למנצח על השמינית: בילקוט רמז תרל"ג, הביא ע"ז הכתוב למנצח בנגינות על השמינית, וי"ל שמתאים לשתי דרשות אלו, הם ב' הטעמים (שבלי הלקט הל' מילה) שאין מברכין שהחינו על המילה: משום צערא דינוקא או משום דרמי' אבי דינא וכיו"ב.

Birthday of the two great luminaries—His Holiness the Baal Shem Tov and His Holiness our Rebbe the Alter Rebbe—and regarding the committee for building the mikveh of the holy congregation Beit David. May Hashem be upon them for life. Shalom u'Vrachah!
In response to your letter from before regarding building a mikveh in your community, and your recent notification that you have already begun using it with the agreement of your local rabbi and other rabbis you consulted—may they live long.
As it is written: "I am a companion to all who fear You and to those who keep Your precepts," I am participating in the expenses for this most elevated construction—a mikveh of purity—and enclosed is my contribution.
Furthermore, this is also connected to these days—the days of Divine favor associated with the giving of the second Tablets, which are the conclusion and seal of Matan Torah. As our Sages explain, the beginning of Israel becoming a people and their conversion was: in Egypt through circumcision—about which David sang a song: "For the conductor on the eighth" (Tehillim), and its completion was through immersion at Matan Torah on Shavuot. An additional aspect was added with the second Tablets given on Yom Kippur when Israel returned to Hashem—the greatness of baalei teshuvah—as our Sages said: "Fortunate are you Israel... Mikveh Yisrael Hashem; just as a mikveh purifies... so too does Hashem purify Israel."
