Shalom u'Vrachah!
After the longest break, I received your letter from the conclusion of Shabbat Parshat Va'era, in which you write briefly about your settling in Eretz HaKodesh, about your studies, etc., as well as about the atmosphere which is religious.
Since matters of goodness and holiness are connected with the Holy One Blessed Be He, Who is infinite, there is always room to add. As it is said: "One who has one hundred desires two hundred (an addition of one hundred), and one who has two hundred desires four hundred (an addition of two hundred)," and so on. And we have been assured: "One who comes to purify (specifically to purify others, and to be purified himself) is assisted."
To your question whether it is permissible for women to study Chassidus—there is a clear ruling in this regard in the laws of Torah study. For example, see Hilchot Talmud Torah by our master the Alter Rebbe at the end of chapter one: "Women are obligated to learn those laws they need to know," etc., and every positive commandment that is not time-bound, etc. The whole point of excluding time from positive commandments is that those mitzvos whose obligation is constant never ceases from a person even for a moment all his days—to believe in G‑d, to unify Him, to love Him and fear Him [not to believe in another, not to stray after one's heart or eyes] (Iggeret HaMechaber Sefer HaChinuch). The fulfillment of these mitzvos in their true sense—not just superficially—comes as the great teacher says in Hilchot Yesodei HaTorah at the beginning of chapter two: "And how is the way... when one contemplates..." This contemplation comes through studying Torat HaChassidus.
I hope—even though you did not mention it—that you visited Kfar Chabad and Chabad circles in general, especially during auspicious days of gatherings. I would be pleased to know your impressions from these visits.
With honor and blessing for good news in both general and personal matters together.
P.S. My letters with blessings for the year surely reached you. On studying Chassidus for women: see also above volume 8 letter 'Sha'ah', volume 19 letter 'Zetiv', and elsewhere.
Summary
The Rebbe teaches that women are obligated to learn those aspects of Torah relevant to them—including Chassidus—so they can fulfill constant mitzvos with depth. He encourages continual spiritual growth and values sharing experiences within Chabad communities.
