בנועם נודעתי ע"ד פעולתם לתמוך בבנין המקוה אשר בכפר חב"ד, מיסודו ובהנהלתו של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, למען יוכלו לבנות ולשכלל הבנין ככל הדרוש ולמהר גם בהקדם האפשרי.
ובודאי אשר כל חובבי תורה ומצוה, אין זקוקים לביאור גודל הענין וחשיבותו, ומה לנו הוכחה גדולה מפסק דין הידוע, אשר מוכרים ספר תורה לצרכי בנין מקוה טהרה.
ולא נצרכה אלא להעדפה ולזריזות בעזר האמור, וביחוד ע"פ המבואר באגה"ק לרבנו הזקן סי' כ"א גודל מעלת הזריזות בכל המצות, ובפרט מצוה האמורה, אשר גם בה יש מעין הצדקה ועשיית חסד המבואר באגה"ק שם. וידוע עד כמה הפליגו רז"ל בענין זה אפילו בקדימת יום אחד (עירובין סג, ב). וביחוד בדורנו עקבתא דמשיחא אשר מתקרב קץ גלותנו (וכידוע ביאורי כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע כ"פ), אשר טהרה מביאה כו' אלי' הנביא, מבשר גאולתנו, ובאתעדל"ת אתעדל"ע וקיום היעוד ולקחתי אתכם וגו' וזרקתי עליכם מים טהורים וטהרתם וגו' וישבתם לארץ וגו' והייתם לי לעם ואנכי אהי' לכם לאלקים.

It was with pleasure that I learned about your efforts to support the construction of the mikvah in Kfar Chabad, established and directed by my revered father-in-law, the Rebbe zatzal. This will enable you to build and complete the structure as required and as quickly as possible.
Certainly all lovers of Torah and mitzvos do not need an explanation regarding the greatness and importance of this matter. What greater proof is there than the well-known halachic ruling that a Sefer Torah may be sold for the needs of building a mikvah for purity? The only thing needed is to increase and hasten this assistance, especially as explained in Iggeres HaKodesh by Rabbeinu HaZaken, section 21, about the great virtue of alacrity in all mitzvos—particularly this mitzvah—which also contains an aspect of tzedakah and acts of kindness as explained there.
It is well known how much our Sages extolled this matter—even advancing it by a single day (Eruvin 63b). Especially in our generation, Ikvesa d'Meshicha (the footsteps of Mashiach), as our exile's end approaches (as my revered father-in-law, the Rebbe zatzal, often explained), purity brings about Elijah the Prophet who heralds our redemption. Through arousal from below comes arousal from Above and fulfillment of the promise: "And I will take you...and I will sprinkle pure water upon you and you shall be purified...and you shall dwell in your land...and you shall be My people and I will be your G‑d."
