Regarding the matter of the man whose father (of blessed memory) came to him in a dream etc. — he should request his father's forgiveness before ten people, since not all matters during the year of mourning were as they should have been. It is known from Torah law that if a father forgives etc., it is forgiven. Also, it is proper to have the tefillin and mezuzos in his home checked.
Concerning what you wrote about how prophecy is possible among the nations of the world — all the more so regarding the resting of the Shechinah which must be total self-nullification etc. — it would have been better to ask: how were they commanded in the seven Noahide laws (the term "tzavta" means commandment), and indeed every individual among the nations was commanded in this, not just unique individuals. The explanation is that at that time it was nullified. This applies even more so regarding prophecy. As it is written: "Nofel gov..." (falls upon him...). See Rambam Hilchos Yesodei HaTorah chapter 7 and Torah Or Toldos 19c.
