בנועם קבלתי מכתבם מודיע אודות קביעות אסיפתם השנתית ביום זה, ראשון לפרשת משפטים ה'תשטו"ב.
וכן ראשי פרקים מעבודת הגמ"ח בשנה העברה, אשר, כמו שאמרתי מכבר, יש להוסיף עלי' כהנה וכהנה, זאת אומרת - בהנוגע למספר ההלואות, אשר במשך כל השנה כולה רק למאה ועשרים איש ניתנו, בה בשעה שבעוה"ר עדיין נמצאים אנו באותו הזמן עליו נאמר כי לא יחדל אביון, ובפרט אביון עני באותה שעה. וכידוע מאמר רז"ל (סוכה מ"ט ע"ב) גדולה גמ"ח יותר מן הצדקה כו' גמ"ח בין לעניים בין לעשירים.
ויהי רצון אשר גם זה יתוקן ככל הדרוש בשנה הבע"ל.
וזה עצמו מקרב קיום היעוד כי לא יהי' בך אביון כי ברך יברכך ה', כי יעשו בני ישראל רצונו של מקום (ספרי דברים ט"ו ד').
ובמהרה בימינו יקוים ג"כ היעוד, דיטעמו כל ישראל מאילנא דחיי דבי יפקון מן גלותא ברחמים, ודלא כאינון דלא טעמין מאילנא דא, דמסטרייהו לית בין גלותא לימות המשיח אלא שעבוד מלכיות בלבד, משא"כ ישראל ת"ח דבגינייהו איתמר ובני ישראל יוצאים ביד רמה, דהכי יפיק בכל האי יקרא בפורקנא בתרייתא,
וכדברי רעיא מהימנא משה רבנו, גואל ראשון וגואל אחרון (זהר ח"ג קכ"ה ע"א), שהובאו ונתבארו ע"י רבנו הזקן באגה"ק (סי' כ"ו).

אפשר שהסיבה למספר האמור במספר ההלואות נרמזה במה שכותבים שיש דוחק במזומנים אשר בקופת הגמ"ח. והוריתי לקרן הגמ"ח אשר על יד מחנה ישראל ליתן להם גמ"ח עד סוף שנת ה'תשי"ח.
ותקותי, בתכ"י, אשר עוד קודם לזה תבוא הגאולה האמיתית והשלימה, ויקוים יעוד האמור, ויהי' ענין הגמ"ח לעשירים, וע"ד הסיפור בזה מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע.

It was pleasant for me to receive your letter informing me about your annual meeting set for this day, the first day of Parshat Mishpatim, 5715. You also included a summary of the Gemach's work in the past year. As I have said before, there is a need to increase it greatly—meaning regarding the number of loans. Throughout the entire year, only one hundred and twenty people received loans, while unfortunately we are still in a time about which it is said "there will never cease to be needy" (Devarim 15:11), especially someone who is needy at that moment. As is known from our Sages (Sukkah 49b), Gemilut Chasadim is greater than tzedakah; Gemilut Chasadim applies both to poor and wealthy alike. May it be G‑d's will that this too will be improved as needed in the coming year.
This itself brings closer the fulfillment of the promise: "There shall be no needy among you because Hashem will bless you," for when Bnei Yisrael do the will of Hashem (Sifrei Devarim 15:4). And speedily in our days may also be fulfilled that all Israel will taste from the Tree of Life and go out from exile with mercy—not like those who do not taste from this tree, for whom there is no difference between exile and the days of Mashiach except subjugation to kingdoms; but for Israel, Torah scholars—for whom it is said "and Bnei Yisrael went out with an upraised hand"—so shall it be with all this glory in the final redemption. As stated by Raaya Meheimna—Moshe Rabbeinu—the first redeemer and last redeemer (Zohar III 125a), as explained by our master the Alter Rebbe in Iggeret HaKodesh (section 26).

P.S. It is possible that the reason for the aforementioned number of loans is hinted at by your writing that there is a shortage of cash in the Gemach fund. I have instructed that the Gemach fund associated with Machane Yisrael should provide you with loans until the end of 5718. My hope—may it come soon—is that even before then, true and complete redemption will arrive and this promise will be fulfilled; then Gemach activity will be directed toward those who are wealthy, as told in a story about my revered father-in-law, may his memory be blessed.
Summary
The Rebbe teaches that increasing acts of kindness through Gemach loans brings spiritual merit and hastens redemption. Even practical challenges should not deter efforts to help others; every step forward fulfills Torah ideals and prepares us for a brighter future.
