דער חשד איז אומבאגרינדעט, ווארום די אלע בריף וואס קומען אן אויף מיין נאמען באקום איך זיי, און לייען זיי אליין, חאטש דעם ענטפער אויף זיי קומט טיילמאל מיט דעם אונטערשריפט פון איינעם פון מיינע סעקרעטארין צו וועמענס אפּטיילונג דאס געהערט, און אזוי אויך אין דער פראגע פון שיקען דרוק זאכען, וואס ניט איך פארנעם זיך מיט דעם, און דעריבער האט איר באקומען דעם ענטפער אויף אייער בריף מיט די חתימה פון דעם אנדערען, וואס דאס איז זיין אפּטיילונג, און נאר בכדי אראפּנעמען דעם חשד פון בן ישראל, שרייב איך דיזן בריף.
בנוגע צו דער גוף השאלה, איז יעדער ענין האט זיך זיין סדר עבודה, און די זאך פון פארשפּרייטען ספרים געדרוקטע, אין אירופא בכלל און צרפת בפרט, איז דאס איבערגעגעבען געווארען צו דער לשכה אין פאריז, וועלכעס וועט אויך אנגעפירט פון דאנען, און דעריבער איז אין די אלע פראגען דארפט איר זיך ווענדען נאר צו דער לשכה אין פאריז.
זיכער האט איר געהערט פון די דריי שיעורים השוים לכל נפש מתקנת כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, א) צו זאגען יעדער טאג נאכן דאוונען אין דער פריה א שיעור תהלים (ווי דער תהלים איז פארטיילט אויף די טעג פון חדש). ב) לערנען יעדער טאג א פרשה חומש מיט פירוש רש"י פון דער סדרה פון דער וואך - זונטאג פון אנהויב סדרה ביז פרשה שני, מאנטאג פון פרשה שני בין שלישי א.א.וו. ג) לערנען יעדער טאג א שיעור תניא, ווי דער תניא ווערט פארטיילט אויף די טעג פון יאר. און וועט דעם אפּהיטען על כל פנים פון איצטער אן און ווייטער, והשי"ת יצליחו.

There is no response to your letter from the 3rd of Beha'aloscha, in which you suspect a certain person that he did not deliver your letter to me, etc. This suspicion is unfounded because all letters that arrive in my name I receive and read myself, although sometimes the response comes with the signature of one of my secretaries whose department it pertains to. Similarly, regarding sending printed materials, I do not handle this myself; therefore you received the reply to your letter with the signature of another person whose department this is. Only to remove suspicion from a fellow Jew am I writing this letter.
Regarding your main question: every matter has its own order of service. The issue of distributing printed books in Europe in general and France in particular has been entrusted to the office in Paris, which will also manage it from there. Therefore, for all these matters you should address only the office in Paris.
Surely you have heard about the three universally accessible daily study sessions instituted by my father-in-law, the Rebbe zatzal: (a) To say each day after davening in the morning a portion of Tehillim (as Tehillim is divided according to the days of the month); (b) To learn each day a section of Chumash with Rashi's commentary from that week's parsha—Sunday from the beginning of the parsha until Sheini, Monday from Sheini until Shlishi, etc.; (c) To learn each day a portion of Tanya as Tanya is divided according to the days of the year. This will protect you at least from now on and further; may Hashem grant you success.
Summary
The Rebbe teaches that every letter sent to him is personally read and considered; suspicions about intermediaries are unfounded. For matters related to book distribution in Europe, one should contact the Paris office. Daily Torah study routines are strongly encouraged.
