לפלא שעד עתה לא נתעוררו בירושלים עיה"ק ת"ו לארגן באופן המתאים נשי ובנות חב"ד, וכבר מלתי אמורה בכמה פעמים ובכמה מכתבים שבכגון דא, כשכותבים חב"ד אין לדייק ולהקפיד ח"ו, ואדרבה להמשיך לחוג זה ככל האפשרי ובפרט שהרי סו"ס יקוים היעוד ומלאה הארץ דעה את ה', שזהו ענין תורת החסידות חב"ד דוקא, וכיון שלכל עת, הנה כדאי לעוררו ולנצל את ההזדמנות דיום ההילולא דיו"ד שבט הבע"ל (או היום שלפניו ואחריו כו' כפי המתאים לתנאי המקום) שביום ההילולא בעל ההילולא מתעלה לעולם עליון יותר וכל המקושרים וההולכים בעקבותיו בדרך ממילא מתעלים ג"כ, ויה"ר שיהי' זה גם בגלוי ובהרגש הלב ועכ"פ בהבנת המוח, וכיון שאינני יודע על מי להטעין ההתחלה בענין זה, ובטח התנאים בעיה"ק ירושלים שונים הם מאשר במקום אחר שבאה"ק ת"ו כותב הנני אליו בזה, ויתייעץ עם אלו שימצא לנכון בכגון דא וחפץ ד' בידם יצליח להביא הדבר מהכח אל הפועל בהקדם ובהרחבה.

It is surprising that until now there has not been an awakening in Jerusalem, the Holy City, may it be rebuilt and established, to organize Nshei U'Bnos Chabad in a proper manner. I have already stated many times and in several letters that in such matters, when writing "Chabad," one should not be overly precise or strict, G‑d forbid. On the contrary, one should expand this circle as much as possible—especially since ultimately the prophecy will be fulfilled: "And the earth will be filled with knowledge of the L‑rd," which is specifically the purpose of Chabad Chassidus. Since every time is appropriate for this, it is worthwhile to arouse and utilize the opportunity of Yud Shevat (or the day before or after it, as fits local conditions), for on the day of the yahrzeit, the one being commemorated ascends to a higher world, and all those connected and who follow his path are also automatically elevated. May it be G‑d's will that this also be revealed and felt in the heart—and at least understood intellectually.
Since I do not know upon whom to place responsibility for initiating this matter—and surely conditions in Jerusalem are different from other places in Eretz Yisrael—I am therefore writing to you about this. Consult with those you find suitable for such matters, and may the desire of G‑d succeed through their hands to bring this from potential into actuality quickly and expansively.
