Shalom u'Vrachah!
I acknowledge receipt of your letter from some time ago, along with the resolutions from the gathering on 8 Shevat 5714. Surely by now you can already report on how these resolutions have been put into practice, for "not study is the main thing but action is the main thing," and action is the test of how the study was conducted and similar matters. As explained in the commentary on the saying "there is no one as wise as one with experience." I was pleased with what you wrote in your letter about establishing various classes in your camp nine, but what surprises me most—and this too follows from the above—is that you do not mention anything about a class in practical halochos, most of which are found in Shulchan Aruch Orach Chaim. Since there is a great need to know them, it is essential to learn at least their abridged versions first and foremost—such as those printed in siddurim "Derech HaChaim" by the Gaon of Lisa—and similarly to use Kitzur Shulchan Aruch (skipping several sections whose rulings are not so necessary), and so on.
If only even those who learn Torah and those whom Hashem has granted a portion to be "dwellers in tents" would learn these laws—such as blessings over enjoyment, interruptions during prayer, etc.—which unfortunately are greatly and alarmingly lacking among us. May Hashem grant you merit that through you this study will also be established in your camp nine and spread widely; how good it would be if all participants in these classes would benefit positively from it. The same applies regarding women—in matters of family purity laws and similar topics.
Even though you do not mention in your letter that you have a class studying Chassidus, I am certain this omission was only in writing but not an actual lack G‑d forbid. May Hashem grant you success to share good news regarding all of the above.
With blessings for success.
P.S. Enclosed is a copy of my general letter to Nshei U'Bnos Yisrael which will surely be publicized appropriately.
Summary
This letter teaches that Torah classes should always include practical halochos using accessible summaries so everyone can apply them. The Rebbe stresses that knowledge must lead to action and encourages spreading this learning among both men and women.
