מאשר הנני קבלת מכתבו מב' וארא, וכותב בהתחלתו "אתנו חדשות אין". והנה ההתחלה תומ"י מעוררת תמהון, דהרי אסתכל באורייתא וברא עלמא וכיון שהתורה צ"ל בכל יום ויום כחדשים הרי עאכו"כ שכאו"א מבני אדם שהוא הנקרא עולם קטן צריך לחדש בכל יום ובפרט במילוי תפקידו שהוטל עליו מההשגחה העליונה, ולכת"ר שזכה ללמוד בישיבת תומכי תמימים בליובאוויטש וראה מאורות, בודאי אין צריך לאריכות בזה.
ומובן בזה שכוונתי כפשוטו שכל אחד צריך לפעול בעירו, והרי לטוב אין שיעור ותמיד יש מקום לפעול והעדר העשי' הנה אף שבעניני תשובה פשיטא שיש בזה חילוק לגבי עשי' שלא כדבעי, אבל בנוגע לעיקר בריאת האדם שתכליתו כמבואר בתניא לעשות לו ית' דירה בתחתונים הרי גם העדר העשי' הוא ע"ד מעילה בשליחות כיון שעוברים שעות שניתנו לו לתכלית הנ"ל, וכידוע הפירוש על הפסוק ימים יוצרו ולו אחד בהם און ער ניצט דאס ניט אויס.
מובן ג"כ שאין כוונתי לאמר מוסר ח"ו אלא ע"פ מרז"ל אין מזרזין אלא למזורזין ולההבטחה ע"פ פסק רבותינו נ"ע אשר כל הרוצה לפעול בשליחותם הרי בפסק בית דין של מעלה אשר בכל ענין של תורה יראת שמים ומדות טובות תהי' יד מקושריו והולכי בעקבותיו על העליונה (יעויין ס' קיצורי תניא עמוד קכ"ב).

I acknowledge receipt of your letter from the 2nd of Va'era, in which you begin by writing: "We have no news." This opening immediately arouses wonder, for since it is said that G‑d looked into the Torah and created the world—and since Torah must be as new every day—it follows all the more so that each person, who is called a microcosm (olam katan), must renew himself daily. Especially regarding fulfilling his Divinely ordained mission. And for your honor, who merited to study at Yeshivas Tomchei Temimim in Lubavitch and saw its luminaries, certainly there is no need to elaborate on this.
It is understood here that my intention is literal: everyone must accomplish something in their city. For good has no limit and there is always room to act. The lack of action—even though in matters of teshuvah it is obvious there is a difference compared to doing something improper—regarding the very creation of man whose purpose, as explained in Tanya, is to make a dwelling place for Him below—even lack of action can be like misusing an assignment (me'ilah b'shellichus), since hours given for this purpose are passing unused. As is known regarding the verse "Yamim yutzaru v'lo echad bahem" (Days were formed and not one among them)—one should not let them go unused.
It is also clear that my intention is not to rebuke, G‑d forbid; rather, as our Sages say: "We only urge those who are already eager." And according to the assurance based on the ruling of our Rebbeim—that whoever wishes to fulfill their mission will have the support from Above so that in every matter of Torah, fear of Heaven, and good character traits, the hand of those connected with and following them will prevail (see Sefer Kitzurei Tanya p. 122).
Enclosed is the maamar delivered last year on the yahrzeit of my revered father-in-law, the Rebbe zatzal nishmaso Eden; surely you will share it generously with others. Also enclosed are my letter and receipts for Beis Knesses Nusach Ari Anshei Lubavitch; if explanation is needed you will surely find suitable words for this.

Summary
The Rebbe teaches that daily renewal in Torah and purposeful action are essential; even passivity can be a missed opportunity in fulfilling one's Divine mission. We should strive to bring positive change each day and help others do so as well.
