ראיתי את מכתבו להמזכירות בו שואל לסיבת העדר המכתבים. והנה כבר כתבתי כ"פ שאין כאן שום ענין של קפידא וכו' אלא שמפני רוב הטרדות המענות לאנשים הנה עד שבא התור מכל מכ' ומכתב נתארך זמן רב, וגם אחרי כן יש קדימה למענה על מכתבים שקשורים ונוגעים למעשה בפועל ובפרט של אלו שעדיין אינם בפנים ד' אמות של חסידי חב"ד שהמענה להם ג"כ ענין למשכם ללימוד תורת החסידות וללכת במנהגי' והדרכותי', ובמילא מובן אשר אין להתחשב עם העדר המכתבים ממני, וכיון שכאן נוגע לדעת על כל המתרחש בעולמנו ובפרטיות, הנה המכתבים מהם צריכים להיות תמידים כסדרם ויש בזה תועלת הן להענינים שעליהם כותבים ולפעמים רבות גם לשאר הענינים כי סו"ס הרי כל עניני חב"ד ידוע לכל שהם שייכים וקשורים זב"ז והצלחה והגדלה של אחד מהם עושה רושם הן מבפנים והן כלפי חוץ ובזה מבואר ג"כ מכתבי... שבטח נתקבל מכבר שתמה אני על העדר מכתבים מהם וכו'.
המאמר של יום ההילולא דאשתקד שנשלח לכת"ר שי'... בטח כבר נתקבל, ויה"ר שיהי' לתועלת להאומר להשומע וגם להלומדים אח"כ.

I saw your letter to the secretariat in which you ask about the reason for the lack of letters. I have already written several times that there is no issue of displeasure here, etc., but due to the many preoccupations with responding to people, by the time each letter's turn arrives, a long time passes. Even after that, there is priority given to answering letters that are connected and relevant to practical action—especially those from individuals who are not yet within the four cubits of Chabad chassidim—since responding to them is also a way of drawing them toward studying Chassidus and following its customs and guidance.
Therefore, it is understood that one should not be concerned about the lack of letters from me. Since it is important here to know everything happening in our world in detail, their letters should be sent regularly and consistently. This benefits both the matters being written about and often also other matters, because ultimately all Chabad matters are known to be interconnected; success and growth in one area has an impact both internally and externally. This also clarifies my previous letter—which you surely received by now—in which I expressed surprise at the lack of letters from them, etc.
The maamar from last year's yahrzeit that was sent to your honor... surely has already been received, and may it be for the benefit of the speaker, the listener, and also those who study it afterward.
