מכתבי אליהם בטח נתקבל בעתו, ולפלא קצת שלא נתאשר, ע"ע, קבלתו.
מאשר הנני קבלת מכתביהם וכ"ג ניסן - אף כי באיחור זמן קצת - והיום נתקבל המברק שלהם, שעניתי עליו וז"ל, "הדפסת הרשימה דליקוט למ"ד והקדמת קונטרס עי"ן חי"ת כדאית, בברכה, חתימתי". ומובן אשר מההקדמה צריכים להשמיט השייך להקונטרס.
נהניתי ממ"ש אף כי בקיצור אודות פעולותיהם בחדש ניסן בחג הפסח, ובודאי אשר בל"ג בעומר הבע"ל יעשו זה בפרסום המתאים ע"ד דאשתקד, אלא שבכל ענין של קדושה הרי ידוע פסק רז"ל דמעלין בקדש.

בנוגע לשאלתם מהו ענין העיקרי בכוונת ארגון אגודת חב"ד וצעירי אגו"ח. הנה תמיהני על השאלה בזה, כי ידוע אשר חסידים צריכים להתעסק בהפצת תורת החסידות דרכי' ומנהגי' וזה עיקר ענינם אלא שמפני המצב מיוחד דזמננו זה ובפרט במקום מיוחד, מובן מעצמו שעליהם להשתדל ג"כ בחיזוק היהדות בכלל וקביעות שיעורי תורה ברבים בתורת הנגלה ובמקום שאין אנשים כו', ולהורות הגבולות באיזה מקום יעבדו בסוג הא' ובאיזה מקום בסוג הב', מובן אשר בזה צריכים להחליט על אתר. והרי גם בזה הורו לנו נשיאינו, ובפרט בדור האחרון את הדרך אשר עבד במס"נ בחיזוק היהדות והתורה בכלל, אבל מובן ופשיטא שעבודתם בתור נשיאי חב"ד היתה בהפצת תורת החסידות מנהגי' והדרכותי' וכו', ובגישה המתאימה, הנה אדרבה העבודה בסוג א' מסייעה לעבודה בסוג חבירו.
מ"ש שקשה להטיל עבודה על האברכים בעלי משפחות, הנה פשוט הדבר שצריך להטיל עליהם עבודה, כי גם על זה קאי מרז"ל יותר ממה שבעה"ב עושה עם העני העני עושה עם הבעה"ב, ובמילא זהו טובתם של האברכים יותר מאלו המקבלים מהם, אלא שטיב העבודה כמותה וענינה בזה צריך להתחשב במדה ידועה עם מצבו הפרטי של כאו"א.
במ"ש שמעטים העובדים והמשתתפים בעבודתם במקומות לבד תל אביב וספריא, הנה אחת העצות להמשיך את החברים החדשים יותר בהעבודה, היא לעשותם למשפיעים בעירם וסביבתם, אשר בזה נפתרות שתי השאלות, חוסר באנשים על אתר, ואיך לקרב יותר את אלו שנסתפחו עליהם זה מקרוב. מובן אשר בעבודה אחראית צריך להיות הנבחר ג"כ אחראי, אבל לא אלמן ישראל, ובלי ספק אשר בכל מקום ומקום ימצאו ירא שמים ובעל רגש של אחריות, אחריות אשר, עכ"פ, אם לא ידעו מה לעשות, ישאלו ויחקרו בזה. וכידוע הנהגת הגאון הרגצובי בנתינת סמיכות, שהי' מדקדק שיהי' ירא שמים, באמרו שלמצוא אחד שהוא יהי' שבע רצון מידיעותיו בתורה קשה הדבר.
אבל אם יהי' בטוח בהיראת שמים של הנסמך, הרי זה ערובה שאם לא ידע לא יפסוק הדין עד שיחקור וידרוש וימצא הפסק.
בשאלתם אם כדאי לחזור ולהדפיס שיחה או מאמר, מאלו שכבר נדפסו, הנה לכאורה כיון שהוצאתם מצומצמה, אין תכלית בהו"ל עוד הפעם מה שנדפס בלעדם, ובפרט שכששולחים ע"י הבית דואר איזה ענין של דפוס, הרי זהו ענין שפעולתו חלושה במאד מאד להמשיך עי"ז אנשים יותר בהעבודה.
בענין לימוד התניא ע"י שיעור ברדיו, נכון הוא, ובלבד שיהיו בטוחים שההסברה וההטעמה יהיו מתאימים להענינים, ואם כדבריהם יהי' זה בלה"ק הרי קל יותר להזהר בזה...

My letter to you was surely received in its proper time, and it is a bit surprising that its receipt has not yet been confirmed. I acknowledge receipt of your letters from the 23rd of Nissan—even though somewhat delayed—and today I received your telegram, to which I replied as follows: "Printing the list from Likutei Lamad and the preface to Kuntres Ayin Chet is worthwhile. With blessings, my signature." It is understood that from the preface one should omit what pertains to the kuntres itself.
I was pleased with what you wrote—though briefly—about your activities in Nissan during Pesach. Certainly on Lag BaOmer, may it come soon, you will do so with appropriate publicity as last year; but in all matters of holiness it is known that our Sages ruled: one must always ascend in holiness.
Enclosed is a script as my participation in the expenses of the journal.
Regarding your question about the primary purpose of organizing Agudas Chabad and Tzeirei Aguch: I am surprised by this question because it is well known that Chassidim must be involved in spreading the teachings of Chassidus, its ways, and customs—this is their main purpose. However, due to the unique situation of our times and especially in certain places, it is self-understood that they must also strive to strengthen Judaism in general and establish public Torah classes in revealed Torah; and where there are no people for a task, etc., one must decide on the spot which type of work should be done where.
Our leaders have also guided us in this regard—especially in recent generations—showing us how they devoted themselves with self-sacrifice to strengthening Judaism and Torah generally. But it is clear that their work as leaders of Chabad was primarily spreading Chassidus—its customs and guidance—and with the right approach, work in one area helps work in another.
Regarding your statement that it is difficult to assign work to Avrechim with families: it is obvious that they should be given tasks because our Sages said: more than the householder does for the poor person, the poor person does for the householder. Therefore, this benefits the Avrechim even more than those who receive from them; only that the nature and amount of work should take into account each individual's personal situation.
You wrote that few participate in your activities outside Tel Aviv and Safaria. One solution for involving new members more deeply is to appoint them as mashpi'im (influencers) in their cities and surroundings; this solves both issues—the lack of people locally and how to draw closer those who recently joined you.
It is understood that responsible work requires a responsible person be chosen; but Israel is not forsaken—surely everywhere there are G‑d-fearing individuals with a sense of responsibility who will at least ask if they do not know what to do. It is known how the Gaon of Rogatchov acted when granting semicha: he was strict about G‑d-fearing qualities, saying it’s hard to find someone fully satisfied with his Torah knowledge—but if he’s confident about his fear of Heaven, that's a guarantee he won’t rule until he investigates thoroughly.
You asked whether it’s worthwhile to reprint a sicha or maamar already published: since your resources are limited there’s no point publishing again what already exists elsewhere—especially since sending printed material by mail has very little effect on drawing people into activity.
Regarding studying Tanya via radio lessons—it’s appropriate provided you ensure explanations are suitable for listeners’ understanding; if as you say it will be in Hebrew (Lashon HaKodesh), it's easier to maintain proper care...
