בנועם קבלתי מכתבו מג' אדר, אשר הרגיע את רוחי אחרי ששמעתי אשר לא הי' בטיב הבריאות בחזירתו מכאן לעירו... וכנראה ממכתבו כבר ת"ל חזר לאיתנו.
וע"ד הצחות י"ל ע"פ מרז"ל לאיתנו לתנאו, שתנאי התנה הקב"ה שיקיימו ישראל התומ"צ ויתקיימו השמים והארץ, וידוע המבואר בספרי מוסר ובספרי חסידות אשר השמים כולל כל ענינים הרוחניים והארץ כוללת כל הענינים הגשמיים, ואצל איש ואשה הישראלים הנה קיום דברים אלו תלוים בקיום התומ"צ שהם הם הצנורות והכלים לכל עניניהם וכמ"ש אם בחקותי תלכו גו' ונתתי גו'...
נהניתי לקרות בסיום מכתבו אשר ביום א' העבר צריכה היתה להיות אסיפת נשי ובנות חב"ד, ובטח היתה בהצלחה ובאופן שעוד גדל אצלן הרצון להוסיף אומץ בעבודתן לימים יבואו ובפרט בחדש אדר שעוד מתחלת החדש הרי מרבין בשמחה מפני חג הפורים שבו, ואשר אף שגם על חנוכה ופסח אמרז"ל שאף הן היו באותו הנס, הרי מובלטה ביותר השתתפות הנשים בימי הפורים.
ולסיים בד"ת מה דמתחיל במכתבו הוא, בענין נתינת שלום לרבו וציין ג"כ לשו"ע יו"ד סי' רמ"ב סעיף ט"ז, הנה יעויין בנ"כ השו"ע. וידוע שזהו ג"כ מהחילוקים דבין בני ארץ ישראל ובני בבל - וכמובא בספר חלופי מנהגים, ובאשר אין הספר מצוי הנני מעתיק הציונים. ברכות כז, ב. נזיר כ, ב (עיי"ש חילוק גירסת הרי"ף והרא"ש) ובמעדני יו"ט שם. ב"ק עג, ב ובתוס' ויפ"ע שם. שבועות לב, א (עיי"ש). בירוש' ברכות ונזיר שם.

Shalom u'Vrachah!
I was pleased to receive your letter from the 3rd of Adar, which calmed my spirit after I heard that your health was not good upon your return from here to your city... and as is apparent from your letter, thank G‑d you have already returned to your strength.
In a lighthearted way, one can explain based on our Sages' words "le'itano le'tna'o" (to its original condition for its stipulation), that the Holy One made a condition with Israel that if they would fulfill Torah and mitzvos, the heavens and earth would be sustained. It is known from works of Mussar and Chassidus that 'heavens' includes all spiritual matters and 'earth' includes all physical matters. For a Jewish man and woman, maintaining these things depends on fulfilling Torah and mitzvos, which are the channels and vessels for all their affairs—as it is written: 'If you walk in My statutes... I will give...' (Vayikra 26:3-4).
I was pleased to read at the end of your letter that last Sunday there was supposed to be a gathering of Nshei U'Bnos Chabad. Surely it was successful and increased their desire to strengthen their work in the days ahead—especially in the month of Adar when from its beginning we increase in joy because of Purim. Even though our Sages said about Chanukah and Pesach that women were also part of those miracles, women's participation is especially prominent during Purim.
To conclude with a word of Torah regarding what you began in your letter about giving greetings to your teacher—and you also referenced Shulchan Aruch Yoreh Deah siman 242 seif 16—see also the commentaries on Shulchan Aruch. It is known this is also one of the differences between those living in Eretz Yisrael and those in Bavel—as brought in Sefer Chilufei Minhagim. Since this book is not readily available, I am copying the references: Berachos 27b; Nazir 20b (see there for differences between Rif and Rosh); Ma'adanei Yom Tov there; Bava Kama 73b and Tosafos & Yefeh Einayim there; Shevuos 32a (see there); Yerushalmi Berachos & Nazir there.
