...במ"ש במכתב אודות ארגון נשי ובנות חב"ד במחנם הט', הנה בטח שיש לצרף בזה את כל אותן הנשים שפנו ע"י במשך חדשים שעברו בבקשות שונות לכאן, מובן שכאו"א מתאים לתכונתה, אם בתור חבירה סתם או גם באיזה ענין של פעולה ותעמולה, וכמדומה שמרת לעוויטאנסקי דברה על דברים מעין אלה כשהיתה כאן זה מזמן, ולכל אחת יש להדגיש שבארגון נשי ובנות חב"ד הרי אין צריכים לתעודה גמורה שמתפללת דוקא נוסח רבינו הזקן והבעל מניח גם תפילין דר"ת וכו' אלא שכל אלו שמודים הם אשר צריך לעבוד את השי"ת לא רק בהרגש הלב אלא שגם כלי השכל יהיו ממולאים בדעת את ה' הרי בד"מ נכנסות הם בחב"ד, ומה שחסר להן בענינים האחרים, הרי אין עצה למלאות את החסרון ע"י אי הכניסה בהאגוד[ה], אלא אדרבה בהכניסה בהאגודה הנה ימלאו גם החסרון במקצועות השונות שבהם.
שמעתי מאחד שבא לקחת אצלי אינטערוויו, ולא יוכל להתאפק והודיעני תיכף בגמר שיחתינו, שהמנהג הוא, פון א ווארט מאכט מען א קווארט, והנ"ל עשה זה כמובן בלי נטילת רשות, אבל בנוגע למ"ש בהצעתי לבנות ונשי חב"ד הנה הרשות בידו לעשות פון א ווארט א קווארט.

Regarding what you wrote in your letter about the Nshei U'Bnos Chabad organization in your camp, certainly all those women who have approached you over the past months with various requests should be included in this. Of course, each one according to her nature—whether as a regular member or also involved in some area of activity and outreach. It seems that Mrs. Litvitansky spoke about similar matters when she was here some time ago. For each woman, it should be emphasized that in the Nshei U'Bnos Chabad organization, there is no need for a certificate proving that she prays specifically according to the Nusach of Rabbeinu HaZaken or that her husband puts on also Tefillin d'Rabbeinu Tam, etc. Rather, all those who agree that one must serve Hashem not only with feeling of the heart but also with intellectual faculties filled with knowledge of G‑d are generally included in Chabad. Whatever they may lack in other areas cannot be remedied by not joining the organization; on the contrary, by joining the organization they will also fill those deficiencies in various areas.
I heard from someone who came to interview me and could not restrain himself and immediately after our conversation told me that the custom is: "From a word one makes a quarter." This person did so without asking permission, but regarding what I wrote as my suggestion to Bnos and Nshei Chabad—he has permission to make from a word a quarter.
