B"H, [5732] L'SA — . — Understood. Shalom u'Vrachah!
The concern about being considered one who interprets Torah not according to halachah regarding the word 'halachah'—this concern is valid. However, in the current situation, this is the best possible wording, since there is an argument about the status quo: for all this time, this was written in their own Ministry of Interior instructions and they committed to maintaining the status quo. Any other wording would be a novelty and would open the door (especially as efforts are already being made to appease zealots by proposing a conversion wording according to the Chief Rabbinate, etc.).
Every matter that can add strength to supporting Torah, etc., is obviously worthwhile (but one must consider its reward versus possible drawbacks—for example, there is a concern that those who distort things will respond: since Rashi does not interpret it this way in the sugya, this proves that even regarding Conservatives, Rashi's opinion is such-and-such. And I have already heard arguments even less logical than this).
I read in HaEid and the impression is clear. But there is room to say that now it may be better for these matters to settle down and not be recalled even as a minor incident. Some twenty years ago it was—so it seems—from Toras HaBaal Shem Tov on Archin on Aleph-Bet, and I only saw up to Chaf-Alef. Seemingly it would be worthwhile to continue. And if transgressors—G‑d forbid—increase darkness, how much more so should we increase light, especially from the luminary within Torah. The merit of the many assists.
Summary
The Rebbe explains why maintaining established halachic language preserves unity and prevents greater issues. He encourages ongoing efforts to strengthen Torah support and learning, emphasizing that increasing light through Torah benefits everyone.
