To the esteemed participants in the Simchat Torah hakafot in Jerusalem, our holy and glorious city, our eternal heritage—may it be rebuilt and established by our righteous Mashiach—among all our brothers, the Jewish people who rejoice in Simchat Torah wherever they are—may they live long.
Shalom u'Vrachah!
At this time when a double joy—the joy of Israel with the Torah and the joy of the Torah with Israel—encompasses and unites our entire nation: your heads, your tribes, your elders, your officers, every Jew; your children, your wives, and the stranger within your camp; from woodcutter to water-drawer—all are included. There is a special strength and content to this joy in Jerusalem, the city where David King of Israel encamped—the eternal capital of our eternal people as written in our eternal Torah. May it be G‑d's will that Jerusalem fulfills its destiny: that from her shall go forth the Torah of Hashem and His word—that is halachah—and all nations will see that Hashem's Name is called upon her and upon our people—a unique nation on earth. As David, the sweet singer of Israel said: Elokim le'hatzileni Hashem le'ezrati chusha ("G‑d save me; L‑rd hasten to my aid"). May we merit very soon to see our true and complete redemption through our righteous Mashiach.
The one who participates in your joy—which is also my joy—and concludes with a prayer for a year of true joy and true Torah, so that Israel may dwell securely with salvation from Hashem.
