הנני משתתף בשמחתם שמחתנו אף כי בריחוק מקום אבל מתוך קרוב ברוח והתיחדות בנפש,
בצירוף איחולי תפילתי וברכתי, אשר תהי' השמחה כפולה, שמחת ישראל עם התורה ושמחת התורה עם ישראל.

Greetings and blessings!
To the participants in Hakafot Shniyot in Jerusalem, the holy city that will soon be rebuilt and established in our days through Moshiach Tzidkeinu.
I join in your joy—our shared joy—even though I am physically distant, yet close in spirit and united in soul. Along with my prayerful wishes and blessings, may the joy be doubled: the joy of Israel with the Torah and the joy of the Torah with Israel.
May it be G‑d's will that Jerusalem, which is bound together—the old and new—will live up to its name as our sages interpret: complete awe of Heaven. May the inner prophecy be fulfilled: Ki MiTzion Tetzeh Torah u'Dvar Hashem MiYerushalayim (For from Zion shall go forth Torah and the word of G‑d from Jerusalem), and may it be revealed to all that Yerushalayim Chubrah Lah Yachdav (Jerusalem is bound together)—the lower Jerusalem united with the upper Jerusalem.
With great respect and blessings that this double joy of Simchat Torah should continue throughout the year, and that this year should see the fulfillment of G‑d's promise—the L‑rd, G‑d of Israel, King over all the earth: "You will dwell securely in your land; I will grant peace in the land; I will be your G‑d and you will be My people; I will lead you upright."
Summary
The Rebbe teaches that true celebration connects us spiritually across distance, unites old and new Jerusalem, and brings about a double joy—of Israel with Torah and Torah with Israel—leading to peace, security, and fulfillment of G‑d's promises.
