בהתענינות גדולה ובשמחה קבלתי הידיעה שבהנהלתו במחנו הט' נתעוררו אנשי הקהילה להקים מקוה חדשה בעירו וביום א' הבע"ל תתקיים הנחת אבן הפינה וכת"ר יביע דברי ברכה בשם כל רבני ק"ק דאטלאנטיק סיטי.
והרי הזמן מסוגל בפרט לענין כגון זה, ראש חודש אלול המתחיל ארבעים ימי תשובה. וידוע כמה הפליגו חכמינו ז"ל במשנתם בגודל ערך חשיבות המקוה, עד שהביאו דוגמא וראי' מזה לענין התשובה, בשלהי פרק יום הכיפורים (יום התשובה) - מה מקוה מטהר כולי אף הקב"ה מטהר את ישראל.
ואחתום באיחולי לבבי אשר בקרוב ממש יברכו על המוגמר וגם זה יקרב קיום היעוד וזרקתי עליכם מים טהורים וטהרתם (טהרה) ונתתי לכם לב חדש גו' (תשובה) וישבתם בארץ גו' (גאולה האמתית והשלימה על ידי משיח צדקנו).

With great interest and joy I received the news that under your leadership at our camp, members of the community have been inspired to establish a new mikvah in your city, and on the coming Sunday, G‑d willing, the cornerstone will be laid and you will deliver words of blessing on behalf of all the rabbis of the Atlantic City congregation.
This is a particularly auspicious time for such an endeavor, as Rosh Chodesh Elul marks the beginning of forty days of teshuvah. It is well known how much our Sages extolled in their teachings the immense value and importance of the mikvah—so much so that they drew an analogy from it regarding teshuvah at the end of Tractate Yom Kippur (Yom HaTeshuvah): just as a mikvah purifies all, so too does the Holy One purify Israel.
I conclude with heartfelt wishes that very soon you will be able to recite a blessing on its completion. This too will hasten the fulfillment of the prophecy: "VeZarakti Aleichem Mayim Tehorim U'Thartem" (I will sprinkle pure water upon you and you shall be purified—purity), "VeNatati Lachem Lev Chadash..." (and I will give you a new heart—teshuvah), "VeYashavtem BaAretz..." (and you shall dwell in your land—true and complete redemption through our righteous Moshiach).
