Shalom u'Vrachah!

I acknowledge receipt of your letter from the 13th of Shevat as well as your previous one from the 5th of Shevat with its enclosure. Thank you for sending it to me; I am returning it herewith after copying the valuable words of my father-in-law, the Rebbe, whose yahrzeit is on Yud Shevat, from whom we draw inspiration. I was especially struck by what I found at the end of the matter: that in the four cubits closest to the top of the mountain one feels [the presence], etc. As discussed at the farbrengen, based on halachah regarding four cubits acquiring (ownership), this is even more so than standing behind a wall—for a wall separates even if it has cracks and interrupts in many matters, which is not so with four cubits. This is clear.

To remind you: The version regarding Rava with an aleph—I believe I mentioned explicitly at the farbrengen that so it is in Yalkut Shimoni (42:3), Rosh Hashanah Pesachim (117a), and one should examine Dikdukei Sofrim for other places.

Blessings regarding this day, Rosh Hashanah for trees, for man is a tree of the field—and especially Torah scholars (Taanis 7a).

Summary

The Rebbe teaches that spiritual closeness is achieved through proximity and connection rather than mere physical presence or barriers. On Tu B'Shevat, he reminds us that like trees, people—especially Torah scholars—must continually grow and be rooted in holiness.
