שלום וברכה!
מאשר הנני קבלת מכתבם מאדר"ח אדר עם המצורף אליו והמכתב שקדמו,
מודיעים תוצאות הבחירות.
ויהי רצון אשר יתאים הועד הנבחר לתפקידו, כפי המקווה ממיסד כפר חב"ד הוא כ"ק מו"ח אדמו"ר, לבסס כפר חב"ד בגשם וברוח גם יחד, ובאופן דמוסיף והולך מוסיף ואור.
שהרי גם הגשם של בני ובנות ישראל, בהם בחר ה', אף שנדמו בחומריותם לענינים אלו של או"ה,
וע"פ הדגשת רבותינו נשיאינו, מתחיל מאדמו"ר הזקן,
אשר השנה, שנת המאה וחמשים להסתלקות הילולא שלו,
בענין אהבת ישראל, תתפשט השפעת כפר חב"ד ג"כ באופן האמור - הלוך והוסיף הלוך ואור, וכאמור זה כ"פ שהכפר יהי' המרכז ממנו יפוצו המעינות חוצה, מעינות דברי אלקים חיים, בכל ארצנו הקדושה ת"ו ועד שיחדירו את עניני הגשם והגוף כנ"ל.
ויעשה כל זה מתוך שמחה וטוב לבב אמיתיים.
וחמרא למרא וטיבותא לשקיא (עיין בספר המצות לאדמו"ר הצ"צ, מצות מילה פרק שלישי) לכל חברי ועדת הבחירות, על עבודתם ופעולתם בהנהלת הבחירות וכו'.
בברכה לבשו"ט תכה"י מתאים לענין חדש זה, אשר משנכנס (תיכף) מרבין בשמחה.

To the Kfar Chabad Election Committee, founded and directed by my revered father-in-law, the Rebbe, leader of Israel—may they be well.
Shalom u'Vrachah!
I hereby acknowledge receipt of your letter from Rosh Chodesh Adar with its enclosures as well as your previous letter, informing me of the election results.
May it be G‑d's will that the elected committee will be suited for its role, as hoped for by the founder of Kfar Chabad—my revered father-in-law, the Rebbe—to establish Kfar Chabad both materially and spiritually together, in a manner of continual increase and added light.
For even the material aspects of Jewish sons and daughters, whom Hashem has chosen—even though in their physicality they may seem similar to those of other nations—according to the emphasis of our Rebbeim, beginning with the Alter Rebbe (this year marking one hundred fifty years since his passing on his yahrzeit), regarding Ahavas Yisrael: The influence of Kfar Chabad should also spread in this manner—ever increasing and illuminating. As has been stated many times: The village should be a center from which the wellsprings—the words of the living G‑d—spread throughout our entire holy land, until these concepts permeate even material matters and physicality as mentioned above.
All this should be done with true joy and gladness of heart. "The wine belongs to its owner; thanks go to the waiter" (see Sefer HaMitzvos by Admor HaTzt"z, Mitzvas Milah chapter three)—to all members of the election committee for their work and activity in managing these elections etc.
Blessings for good news; I await hearing further updates appropriate to this new matter—that as soon as Adar enters (immediately) we increase in joy.
Summary
The Rebbe emphasizes that leadership in Kfar Chabad must focus on both material and spiritual growth through spreading Torah values with increasing joy. Every action should be permeated with Ahavas Yisrael and bring added light to all aspects of life.
