Shalom u'Vrachah!

In response to your letter from the 27th of Cheshvan, in which you write about influencing P., it is generally observed that when one influences through friends and acquaintances, success is greater in proportion than direct influence by the closest relatives. However, they should speak once or twice or more and not be discouraged if immediate results are not visible.

Regarding your question about whether to reside in a certain city because of a rumor you heard: in general, we are not responsible for fleeting rumors. More importantly, as stated in the Torah: Tamim tiheyeh im Hashem Elokecha ("You shall be wholehearted with the L‑rd your G‑d"). Since everything is by Divine Providence, I have the duty (and privilege) to urge you about the necessity and obligation for every individual to set fixed times for studying the inner dimension of Torah—which in our generation has been revealed in Chassidus—establishing this every day and increasing on Shabbos which is holy to the L‑rd. It is also proper that you have your tefillin checked, and certainly you set aside tzedakah every morning before prayer.

Blessings for good news in all the above.

In the name of the Rebbe Shlita—Mazkir

P.S. You also mention a rumor in your letter quoting someone who supposedly said regarding the Thirteen Principles that anyone lacking faith in them—even unintentionally—is called an apikores; and according to his explanation this applies even if he is completely coerced or like a tinok shenishbah among non-Jews or on a higher level where he interprets Chazal's sayings differently. See Rambam Hilchos Teshuvah chapter 3 halacha 7 and Raavad's critique—where it is proven otherwise. An even clearer proof comes from what we see regarding the first three principles: many do not know their true meaning (see Chovos HaLevavos at its beginning, Shaar HaYichud, etc.). Especially as explained at length and very clearly in Kabbalah and Chassidus works.

Summary

The Rebbe teaches that indirect influence can be more effective than direct intervention by relatives; one should not act based on rumors but trust Divine Providence. Daily study of Chassidus and practical mitzvos like checking tefillin and giving tzedakah are essential foundations.
