במענה למכתבו מיום הראשון, בו כותב אודות ההנהגה בהכנסת ספר תורה לבית הכנסת.
וכבר יש נדפס בזה מכתבו של כ"ק מו"ח אדמו"ר ע"ד הסדר בכלל, אלא שבכל ענין יש להביא בחשבון מנהג העיר, כוונתי האם דרים בשכונת ישראל או שכונת עכו"ם וכיו"ב ובהתאם לפרטי העיר לסדר ההכנסה, האם להרבות בהליכה בחוצות או לא וכו'.
לכתבו אודות מכירת אותיות (לעניני ביהכ"נ או לצדקה בכלל), כמדומה שנוהגים כן בכל תפוצות ישראל, בכל זה כאמור כדאי להוודע הנוהג בארצוה"ב ביחוד, כמובן בתוככי החרדים לדבר ה' ושומרי מצותיו.
לכתבו שיום המתאים יהי' בין המצרים או גם תיכף לאחרי ר"ח מנ"א, מובן שהסברא האחרונה דלעשות זה לאחרי ר"ח מנ"א מושללת, וגם בנוגע לבין המצרים יש להתענין בדבר, האם אי אפשר לעשות בזמן מתאים יותר, ומגלגלין זכות ליום זכאי.
להוסיף שמות על העצי חיים של הס"ת - מובן שזהו תלוי באם הס"ת (והעצי חיים בכלל זה) ברשותו הוא, יכול להוסיף שמות. ומה טוב ככתבו במכתבו, לא ביחד ובאותו המקום שנרשמו כבר שמות המנדבים הראשונים.
ובעמדנו בימי סיום וחותם דימי תשלומין דזמן מתן תורתנו יהי רצון שתומשך לתמיד ההתעוררות שבכל יום יהיו בעיניך חדשים, בלא כ"ף הדמיון (עיין רש"י דברים כו, טו).

In response to your letter from Sunday, in which you write about the conduct regarding bringing a Sefer Torah into the synagogue. A letter from my father-in-law, the Rebbe, has already been printed on the general order of this matter; however, in every case one must take into account the custom of the city—meaning whether it is a Jewish neighborhood or a non-Jewish one, etc.—and according to the specifics of the city arrange the procession: whether to increase walking through the streets or not, etc.
Regarding your writing about selling letters (for synagogue purposes or for charity in general), it seems that this is practiced in all Jewish communities. Still, as mentioned above, it is worthwhile to find out what is customary in America specifically, especially among those who are careful in matters of G‑d and observance of His commandments.
You write that an appropriate day would be during Bein HaMetzarim or even immediately after Rosh Chodesh Menachem Av. It is understood that the latter idea—to do this after Rosh Chodesh Menachem Av—is rejected. Even regarding Bein HaMetzarim itself, it is necessary to look into whether it is possible to do it at a more suitable time; merit is brought about on a meritorious day.
To add names on the atzei chayim of the Sefer Torah—it is understood that this depends on whether the Sefer Torah (and its atzei chayim) are under your ownership; if so, you may add names. And as you wrote in your letter: it is best not to do so together and in the same place where the names of the first donors were already inscribed.
As we stand in the days concluding and sealing the days of tashlumin (make-up days) for Zman Matan Torateinu (the time of giving our Torah), may it be G‑d's will that the inspiration continues always—that every day they should be new in your eyes without "kaf hadimyon" (the letter kaf of comparison; see Rashi Devarim 26:15).
