בהמשך לבקורו אצלי של מר חיים משה שי' שפירא, נתגלגלה השיחה גם בנוגע לכת"ר, ורצוני להודיע לכת"ר תוכן הדברים בזה.
מר משה חיים שי' אמר לי כי בקשר עם הבחירות הבע"ל יש סברה אצל
המזרחי - הפועל המזרחי להעמיד את כת"ר על רשימתם.
על זה עניתי לו - שאפילו אם תהי' חזית דתית מאוחדת (שכשאני לעצמי - עדיין לא נתייאשתי מתקוה זו, אע"פ שעל פי השמועה אין התלהבות בין המפלגות לרעיון זה), גם אז לא הי' נראה לי שהרב זוין שי' יופיע על הרשימה, כיון שהודות להשפעתו בהחוגים שונים ונרחבים - כוחו יפה יותר בתור אדם בלתי פוליטי, משא"כ אם יופיע על איזו רשימה תוקטן השפעתו. ולדוגמא, אילו הרב הרצוג שליט"א מחליט להנפש ולהתפנות ממשרתו, הרי לפי השערתי תהי' להרב זוין שליט"א השפעה בהשאלה מי יהי' המועמד לממלא מקום, משא"כ אם יהי' קשור ברשימה מפלגתית, אפילו מאוחדת מכל הרשימות הדתיות. ולדעתי ענין זה חשוב יותר...
לפלא וגם מצער, שמתעכבת כל כך הופעת הכרכים הבאים של האנציקלופדי' התלמודית. ודרך אגב, גם זה הזכרתי בשיחתי עם הנ"ל, שמסופקני במאד מאד אם השתתפות כת"ר בכנסת - חשובה יותר מאשר המפעל הכי חשוב דאנציקלופדי' התלמודית, שזמנו מוקדש למפעל זה ואין למעטו על ידי הופעתו והשתתפותו בכנסת, שהרי זה יכול להיעשות על ידי אחרים.

Following the visit to me by Mr. Chaim Moshe Shapira, our conversation turned to you as well, and I wish to inform you of the content of that discussion.
Mr. Moshe Chaim told me that in connection with the upcoming elections, there is an idea among Mizrachi – Poalei Mizrachi to place you on their list.
I replied to him that even if there will be a United Religious Front (which personally I have not yet given up hope for, although according to reports there is little enthusiasm among the parties for this idea), even then it does not seem to me that Rabbi Zevin should appear on the list. This is because, thanks to your influence in various and broad circles, your power is greater as a non-political figure; whereas if you appear on any list, your influence will be diminished.
For example: if Rabbi Herzog decides to retire from his position, then according to my estimation Rabbi Zevin would have influence regarding who would be chosen as his replacement; but if you are tied to a party list—even one united from all religious parties—this influence would be lessened. In my opinion this matter is more important...
It is surprising and also distressing that the publication of further volumes of the Encyclopedia Talmudit is so delayed. Incidentally, I also mentioned this in my conversation with him—that I am very much in doubt whether your participation in the Knesset is more important than your most significant project: the Encyclopedia Talmudit. Your time should be dedicated to this project and not diminished by appearing or participating in the Knesset, since others can do that.
Certainly you will inform me if there will be any developments regarding what was discussed above, as well as generally about these points mentioned above.

Summary
The Rebbe teaches that spiritual scholarship and Torah projects like Encyclopedia Talmudit can have greater impact than political involvement. He encourages prioritizing lasting Torah contributions over fleeting political roles when one's unique influence serves Klal Yisrael best outside politics.
