...כפי שמתאר המצב בקהלתו ובית הכנסת שלו, הרי בטח כשימסור כל פרטים אלו להמשרדים המחלקים ספרי תורה, יחקרו בדבר איך למלאות בקשתו.
והנה אף שבודאי גדול ענין ספר תורה במחנה וקהלת ישראל וקריאה בצבור, הרי זה עצמו מכריח את ענין הכי גדול דחנוך הבנים והבנות על טהרת הקדש קדושת התורה וקדושת מצותי', ועיין ג"כ שו"ע יו"ד סוף סי' ע"ר, האידנא מצוה לכתוב חומשי תורה ומשנה וגמרא ופירושיהן, ובנ"כ השו"ע שם, שמזה מובן שצריכה להיות השתדלות ויגיעה בהחנוך עטה"ק דוקא ביותר וביותר, והרי אין לך דבר העומד בפני הרצון, ותקותי שהוא וחבירו לדיעה מתעסקים בזה ככל הדרוש, ויהי רצון שגם בזה יצליח.
בהזדמנות זו אעוררו על שמירת שלשת השיעורים דחומש תהלים ותניא הידועים, אשר כפי ששמענו כ"פ מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, שוים הם לכל נפש וסגולה לכו"כ ענינים.

As you describe the situation in your community and synagogue, certainly when you provide all these details to the offices that distribute Sifrei Torah, they will investigate how to fulfill your request. And although the matter of a Sefer Torah in the camp and community of Israel and public reading is surely great, this itself compels an even greater focus on educating boys and girls in purity—the holiness of Torah and its mitzvos. See also Shulchan Aruch Yoreh Deah at the end of Siman 270: nowadays it is a mitzvah to write Chumashim, Mishnah, Gemara, and their commentaries; and in the notes there it is understood that there must be special effort and diligence in education specifically in purity. There is nothing that stands before one's will. I hope that he and his colleague who shares this view are engaged in this as needed, and may it be G‑d's will that they succeed.
On this occasion I wish to arouse attention to keeping the three well-known daily study portions—Chumash, Tehillim, and Tanya—which we have heard many times from my revered father-in-law the Rebbe zatzal (may his merit protect us), are suited for every soul and are a segulah for many matters.
