דאס היינגט אפ אויף וואס א אופן עס וועט זיין די הלואה, ובכלל איז דאס שטענדיק גלייכער צו מאכען א היתר עיסקא, בכדי ארויסגיין פון ספק, און בפרט אז ניט שטענדיג ווייס מען די פרטים פון דער הלואה.

In response to your letter in which you ask whether a heter iska is needed when you will be given a loan from the institutions in Eretz HaKodesh (may it be rebuilt and established). This depends on the manner in which the loan will be given; generally, it is always preferable to make a heter iska in order to avoid any doubt—especially since one does not always know all the details of the loan.
Regarding skipping parts of davening even from the beginning: it is well known that despite all the leniencies that exist in this matter, in practice one does not do so. One can simply come earlier to shul in order to keep up with the minyan.
It appears you are considering traveling to our Holy Land (may it be rebuilt and established speedily in our days through Moshiach Tzidkeinu). You certainly do not need to be reminded of what is written in Teshuvas tzt"z Katan—that one must take special care regarding matters of Torah and mitzvos—because it is not the same when one is inside the King's palace or outside of it. Although the obligation to fulfill Torah and mitzvos applies everywhere and at all times, still, it is different inside the King's palace, etc. Especially since your trip to Eretz HaKodesh is being done by your own free choice as a Jew who seeks out all necessary papers and permits from people. All the more so you should prepare yourself before coming to such a place as Eretz HaKodesh (about which it says: 'the eyes of Hashem your G‑d are upon it from the beginning of the year until year's end'), with proper care regarding matters of Torah and mitzvos.
