נעם לי לקרות במכתבו מההתועדות דיום הבהיר י"ט כסלו גאולתנו ופדות נפשנו וראשי פרקים ממה שדבר אז, ויה"ר שיפעלו דברי ההתעוררות את פעולתם למשך כל ימי השנה כראוי לראש השנה בדוגמת הראש הפועל על כל האברים ויה"ר שיהי' באופן דמוסיף והולך בקדש, והרי זוהי הוראת ימי חנוכה דאזלינן מני' דמוסיף והולך מיום ליום באור הבא משמן טהור משתשקע החמה ועל פתח ביתו מבחוץ, והנקודה התיכונה בזה הפצת המעינות שמן עד שיגיעו גם חוצה.

It pleased me to read in your letter about the farbrengen of the bright day of Yud Tes Kislev, our redemption and the liberation of our soul, and the main points of what was spoken then. May it be G‑d's will that these words of inspiration have their effect throughout the entire year, as is fitting for Rosh Hashanah—just as the head influences all the limbs. May it also be in a manner of continuous increase in holiness; this is indeed the lesson from Chanukah: we proceed from it by increasing day by day in light that comes from pure oil, from sunset and at the entrance to one's house facing outward. The central point here is spreading forth the wellsprings of oil until they reach even outside.

Regarding what you wrote about our Sages' statement—as brought in Tanya chapter 1—'See how precious are tzaddikim for they are few,' etc.—it is stated generally, and therefore even tztz"a"g is included. On the lengthy wording in Tanya chapter 25—see Tztz"z's notes on this (in Sefer Kitzurim v'He'aros l'Tanya p.89).
Summary
The Rebbe teaches that inspiration from Yud Tes Kislev should influence us all year long, just as Chanukah instructs us to continually increase in holiness and spread light outward through sharing Torah and Chassidus with others.
