The veteran Chassid, G‑d-fearing man, distinguished and honored, etc., Rabbi Moshe, may he live
Shalom u'Vrachah!
I acknowledge receipt of the book Kiryat Sefer, which you have published with the addition of "handles to the basket."[1] Yasher ko'ach for spreading the Torah of the Rishonim, who are "like angels" while we are "like men,"[2] and as the Shelah explains, adam ("man") from the expression adameh le'elyon ("I will be like the One Above"); for "the earlier generations would give their lives for the sanctification of G‑d's Name" (Berachos 20a).
And "great is study, for it leads to deeds"[3] — a practical directive for the conduct of everyone who trembles at the word of G‑d, in our days too. And see there in Rashi, s.v. beNezikin: "now it also speaks of one who disgraces himself for the sanctification of G‑d's Name."
Because of the dearness of the matter, I went through the pages of the book soon after receiving it, if only hastily, and some notes are copied below.
With blessing for success in the work of strengthening and spreading true Judaism, to raise the glory of Yisrael Sabba.
P.S.
At the beginning of the author's introduction: "that [G‑d] led me astray,"[4] etc. — Your Honor brings proof from this — in the Introduction, section 4 — for the time the book was written, showing from it that it was written at the time of "the expulsion of the Jews from France; (and although) our master was not among the exiles, he speaks of the community as a whole." But according to this, what follows in the author's introduction is not understood: "He gave his sons as fugitives and his daughters into captivity,"[5] "they were driven out from joining the heritage of the Land of Splendor, etc., for many days, etc." And there are several more expressions that follow.
In my opinion, especially according to what Your Honor writes, that our master speaks of the community as a whole, the author's intention is to explain why no Sefer Torah was to be found properly corrected, etc. — which is the reason such a book is needed — namely, that the situation came about because the Jewish people went into exile and hearts were diminished, etc. This is what he means by writing "that G‑d led me astray from my father's house," i.e., from Eretz Yisrael, as he writes afterwards, "the Land of Splendor"; and all the above is resolved.
Maamar 1, part 2: "Lishmah means — for the sake of the Torah of Israel, and the Divine Names for the sake of the sanctity of the Name." And at the end of the part: "for the sake of the Torah of Moshe, etc." Now, it is reasonable to say that there is no practical difference between one who says "the Torah of Moshe" (as in the wording of the Rosh) or "the Torah of Israel" (as in the wording of the Semag), and therefore he brought both wordings. But it requires study: a) whether the author holds that saying just "Torah" is not enough; b) his source that "sanctity" is mentioned only for a Divine Name. — On both of these, one should study the Tur and Shulchan Aruch, Orach Chaim 32 and Yoreh De'ah 274, and the sources noted there.
At its end: "The beginning of Matos-Masei [the haftarah is] Divrei Yirmiyahu, and the Shabbos before Tishah b'Av, etc., and where they separate Matos and Masei, etc."
According to this, when Matos and Masei are not separated, only two of the haftaros of retribution are read, and on Shabbos Parshas Pinchas, although it falls within the Three Weeks, the haftarah is one that resembles [the parsha]!

Rabbi Moshe: Hershler, Jerusalem.
Kiryat Sefer: by Rabbeinu Menachem HaMeiri, on the laws of the Sefer Torah, tefillin and mezuzah.
As the Shelah explains: 3a.
Notes
[1] "Handles to the basket" (אזנים לקופה): after Eruvin 21b: בתחילה היתה תורה דומה לכפיפה שאין לה אזנים, עד שבא שלמה ועשה לה אזנים, "At first the Torah was like a basket without handles, until Shlomo came and made handles for it" — i.e., aids that make it easier to take hold of.
[2] "Like angels… like men" (כמלאכים וכבני אדם): after Shabbos 112b: "If the earlier generations were like angels, we are like men."
[3] "Great is study, for it leads to deeds" (וגדול תלמוד שמביא לידי מעשה): Kiddushin 40b.
[4] "That [G‑d] led me astray" (אשר התעו אותי): after Bereishis 20:13, "when G‑d caused me to wander from my father's house."
[5] "He gave his sons as fugitives…" (נתן בני פליטים ובנותיו בשבי): after Bamidbar 21:29.
Summary
This letter thanks the recipient for publishing the Meiri's Kiryat Sefer with additions, citing the Rishonim's self-sacrifice for sanctifying G‑d's Name as a lesson for today. Notes follow: the introduction's "led me astray" refers to exile from Eretz Yisrael; the wording of "lishmah" in writing a Sefer Torah; and the haftaros.
