The Rabbi and Chassid, G‑d-fearing man, distinguished and honored, occupied with communal needs, our teacher Rabbi Menachem Zev HaLevi, may he live
Shalom u'Vrachah!
In reply to your letter of 18 Marcheshvan and the one before it, with their enclosures: evidently I did not explain my intention when I spoke with you about collecting Chabad customs, for I told myself that it was self-evident.
My intention was along the lines of the collection of customs in the kuntreisim [of the] Machzor HaShalem, where only the customs that contain something novel and are distinctive to our Chassidim were included, and mainly matters that are not so well known. For it is understood that for the time being, and without any material yet prepared, the time is not ripe for a more complete collection — which is evidently what you had in mind in your plan — although I do not despair of it; it is only that time and much preparation are needed to gather material.
According to my intention as stated, several of the sections in the enclosed pages — for example, beginning from section 1, 2, etc. — have no place in such a collection of customs. [An additional point regarding section 1, according to what is explained in Kuntres HaTefillah regarding Tikkun Chatzos, in chapter 11[1] (end of p. 24 ff.): although it requires consideration whether what is said in Kuntres HaTefillah should be publicized, on the other hand, in a collection of customs for actual practice one should not print the opposite of it.]...
With blessing.

Summary
This letter clarifies the plan for collecting Chabad customs: like the customs in the kuntreisim of the Machzor HaShalem, it should include only customs that are novel and distinctive to Chabad Chassidim, not a complete compendium for now. A custom-book in practice should not print the opposite of Kuntres HaTefillah on Tikkun Chatzos.
