In response to your letter from the 22nd and 29th of Tammuz—with the enclosed pan to be read at an auspicious time at the holy resting place of my father-in-law, the Rebbe zatzal—regarding your habit of concluding that "may Hashem grant greatness," etc., it is surprising to see this regularity when there are differing opinions on the matter. Unfortunately, due to additional issues and behaviors that have arisen over time, even those who previously viewed the matter positively have become discouraged. There are also increasing arguments supporting those who oppose it. Especially puzzling is why you would include a topic in an article when there is absolutely no need to touch on it, and both sides consider it a major question.

Regarding what you wrote about the congress of communities—the view of my father-in-law, the Rebbe, on such matters is well known: whenever there is any doubt or even a remote possibility that a gathering could be used for something related to Judaism in Torah and mitzvos, it is worthwhile to participate—perhaps something positive will result. Especially as you wrote that this only happens once every three years, as far as you know. As for your claim that this congress has no relevance to Judaism—in such cases one cannot bring proof from past events about the future or even about the present. Particularly since my intention was not necessarily official participation or that activities should be through speeches and similar means; rather, such congresses provide an opportunity to meet with activists from various places all at once without much extra effort, and certainly during these meetings one should work to strengthen Judaism—especially if one puts in both spiritual and physical effort.

We do not cry over the past, but I am certain there will be more gatherings like this from time to time in [your area], and arrangements should be made in advance to find a suitable person who will go there and work on what was mentioned above. Of course, travel expenses will be covered—without making a vow. It is clear that if there is no participation, no travel, and no action at all, then no improvement will come about. The world was not created for absence—whatever form it takes. This principle applies as well to other matters you write about where you give reasons for refraining from action.

Blessings for good news regarding your improved health and also that you approach your activities with energy as discussed above. As is well known—the saying (and similarly in Rambam's introduction to Shemonah Perakim): "Accept the truth from whoever says it."
