במענה על מכתבו מכ"ז תמוז, בו כותב ע"ד סברא דפני' לאו"ה בהנוגע לתשובה וכו', ושואל חוו"ד בזה.
והנה מבלי להפחית בערך הענין מצד עצמו, הנה כל המתבונן במצב הרוחות בתקופתנו, בטח יבוא לידי המסקנא, שלע"ע אין כל סיכוים שפני' זו תמצא הד אצל אלו שביכולתם לפעול מה בזה. ואלו שיענו להקריאה - בטח אין נזקקים להתעוררות ואין להם השפעה על מהלך הדברים. וע"ד המובא בכ"מ - המצב בעולם הוא באופן כזה, שבעוה"ר, אינו מוכשר לע"ע לתשובה מתוך אהבה ואפילו לא לתשובה מפני היראה, אלא רק לתשובה מפני יראת העונש על אתר, דאפילו עונש שלאחר זמן אינו משפיע.
ובהתאם להשקפה הנ"ל, חבל על המרץ והיגיעה שישקיעו בהאמור - בה בשעה שנדרשים הם בכו"כ ענינים חיונים, ומהם - בבחינה דאי אפשר לעשותם על ידי אחרים.
ומהאמור ג"כ ראי' והוכחה נוספת, אשר כל אלו האומרים שגאולת ישראל תבוא בדרך הטבע ולאט לאט ומסתמכים מירושלמי הידוע וממש"כ בפירוש המיוחס להרמב"ן בשה"ש, מתעלמים מהמציאות ומתעלמים גם מראות את העבר, וכמ"ש כימי צאתך מארץ מצרים - שגם שם היתה הגאולה ע"י קפיצה ממ"ט שע"ט לגאולה שלימה וביד רמה. וזהו ג"כ המענה על השאלה, שאת"ל שהשקפה הנ"ל צודקת היא (והמתבונן בישרות אי אפשר לבוא להשקפה אחרת), א"כ מה תקוה ישנה שיתוקן עולם במלכות ש-ד-י, והמענה על זה שכך היא ענין גאולתם של ישראל שע"י תהי' גאולתו של העולם, אשר כהרף עין יצאו צבאות ה' ממצרים ערות הארץ ונשאו על כנפי נשרים להיות ממלכת כהנים וגוי קדוש, וע"פ המבואר בתניא פרק ל"ז, בד"מ תבוא המהפכה בכל הבריאה כולה, וק"ל.

In response to your letter from the 27th of Tammuz, in which you write about the idea of outreach to non-Jews regarding teshuvah and ask for my opinion on this matter.
Without diminishing the importance of the issue itself, anyone who contemplates the current state of affairs will certainly conclude that at present there is no likelihood that such an approach will find resonance among those who could influence matters. Those who would respond to the call do not need awakening and have no impact on the course of events.
As is brought in many places—the situation in the world is such that, unfortunately, it is not currently receptive even to teshuvah out of love or even out of fear; only teshuvah out of fear of immediate punishment has any effect, as even punishment delayed does not influence people.
Accordingly, it is a waste of energy and effort to invest in this matter—especially when there are many vital issues requiring attention that cannot be accomplished by others.
This also serves as further proof against those who claim that the redemption of Israel will come naturally and gradually, relying on a well-known Yerushalmi and what is written in a commentary attributed to the Ramban on Shir HaShirim. They ignore reality and past experience, as it says: "KeYemei Tzeischa MeEretz Mitzrayim" (As in the days when you left Egypt)—where redemption came by a leap from the forty-ninth level of impurity to complete redemption with an outstretched arm.
This also answers the question: if this perspective is correct (and anyone contemplating honestly cannot reach another conclusion), then what hope is there for the world to be perfected under the sovereignty of Shakai? The answer is that just as Israel's redemption will bring about the world's redemption—in an instant G‑d's hosts left Egypt's nakedness and were carried on eagles' wings to become a kingdom of priests and a holy nation. As explained in Tanya chapter 37, similarly, transformation will come upon all creation. This should suffice.
