In response to your urgent and speedy letters from the 22nd, 24th, and 26th of Tammuz, and as you requested, this urgent reply is being sent, even though it is unclear why such haste is needed several days before the end of the school term.

You write about the conduct of certain students which is not as it should be, and that there are disagreements between you and the administration regarding how to deal with them. Therefore, you wish for a ruling to be issued from here.

(Aside from the well-known rule that one does not issue rulings based on hearing only one side), do you think it proper that people overseas should intervene regarding individual students in an institution that has its own administration composed of several members? Surely you know that Lubavitch institutions around the world have thousands of students, and if every question of imposing penalties or similar matters would have to be decided by the central office, it would be as described in the verse "navol tivol" (you will surely wear yourself out), but to an even more alarming degree. One should not follow practices that are outside the norms of proper order.

When there are disagreements within an institution's administration, it is customary to convene a meeting of all members so all sides can present their arguments and then decide by majority vote as is customary—since ultimately all members intend for the good of the institution and its students.
