הטעם להחילוק י"ל, דהרי ופרע את ראש האשה (ראה כתובות עב, סע"א) בנשואה כתיב. והעיקר, עדמש"כ בהקדמה לפיה"מ להרמב"ם - שבענינים המקובלים מדור לדור מימות מרע"ה אא"פ להיות בזה מחלוקת (וראה עד"ז בירוש' פסחים רפ"ו: והרי א"א לשני שביעית כו'). והרי בהנ"ל ראו מנהג הבתולות מדור לדור. ולדעת ר' ישמעאל (ספרי לבמדבר ה' יח) זכר במקרא שהבתולות הולכות מגולות. פנימיות הטעם ע"פ נגלה י"ל דכסוי הראש באשה בא כעונש על חטא עה"ד (עירובין ק, ב) שהכשילה את בעלה, ולכן אינו בבתולה. ומובן דל"ק מדם נידות (עירובין שם) - כי זהו ענין שנעשה בטבע הגוף, משא"כ הנ"ל...

The law and source for the ruling regarding the hair of unmarried women is explicit in Tur Shulchan Aruch Orach Chaim siman 75. See also Shulchan Aruch Even HaEzer siman 21 se'if 2. The reason for the distinction can be explained: "And he shall uncover the woman's head" (see Kesubos 72a) is written regarding a married woman. Most importantly, as written in the introduction to Rambam's commentary on the Mishnah—regarding matters transmitted from generation to generation since Moshe Rabbeinu, it is impossible for there to be disagreement (see similarly in Yerushalmi Pesachim chapter 6: and it is impossible for two Shemitah years etc.). Thus, in these matters we have seen the custom of unmarried women from generation to generation. According to Rabbi Yishmael (Sifri on Bamidbar 5:18), Scripture mentions that virgins go with uncovered heads. The inner reason according to Nigleh is that a woman's head covering comes as a punishment for the sin of the Tree of Knowledge (Eruvin 100b), where she caused her husband to stumble; therefore it does not apply to an unmarried woman. It is understood that this is not comparable to menstrual blood (Eruvin ibid.), because that is something which occurs naturally in the body, unlike the above.
