Regarding evening classes for working youth, I have already written to several of Anash that it is not the role of Chabad activists to promote secular studies, nor is it their role to give endorsements to schools in general—especially as mentioned above. However, if there is an opportunity for those studying secular subjects to also spread Jewish studies in general and the teachings of Chassidus in particular among themselves, one should make every effort in this area—yet in a way that does not serve as an endorsement for a school that is not desirable. This can be accomplished if it is done outside the official curriculum of the school, etc., and similar precautions depend on the specific circumstances of time and place. It is not advisable for anyone to decide this alone; rather, one should consult with local Anash who are present on site and explain to them the points that require caution, as explained above.
You explain in your letter why there was no meeting between teachers and students during Pesach. Clearly this excuse is insufficient—and even more so, it is entirely unclear why there was no meeting among the teachers themselves during the vacation days—not just a friendly gathering but also study days or similar activities.
It is surprising that you do not mention anything about progress in registration work; you only write that an important part of it has fallen to your share.
I was pleased by what you wrote—that there will be a meeting between Nshei Chabad and the mothers of students, and you will try to arrange such meetings at other network schools as well. May it be G‑d’s will that it be successful and that the awakening among parents’ homes regarding practical matters continues.
Regarding your note that the matter of building a fence around the school has still not been completed—it is somewhat surprising since in mid-winter you wrote that work had begun on this. May you have good news also on this point.
With blessings for success in your holy work and for good news in all these matters.
Summary
The Rebbe teaches that Chabad's mission does not include promoting secular education or endorsing schools but encourages spreading Torah and Chassidus wherever possible—always with caution not to legitimize undesirable institutions. Community consultation is essential.
