הנה בודאי למותר לעוררו ששני הענינים תלוים אך ורק בו, כי גם נשמתו עמדה בהר סיני, ובמילא ניתנו לו הכחות היכולת והאפשרות ללמוד בקבלת עול וללמוד בחיות ולפום גמלא שיחנא, והאריכות בדבר הפשוט אך למותר...

Summary
The Rebbe teaches that every Jew has the inherent power to study Torah with enthusiasm and acceptance of the yoke because their soul was present at Sinai. The responsibility and ability lie within each individual.
