Shalom u'Vrachah!
In response to your letter in which you write about your spiritual state—that at times you are aroused with a spirit of purity and awe of Heaven and at other times etc.—you should study with appropriate depth the Tanya by our Alter Rebbe, chapters 27–29 as well as the preceding and following chapters. In general, it is known the ruling of our Sages regarding Torah (and this applies in general to serving Hashem): "If you did not labor and found [success], do not believe; if you labored and did not find [success], do not believe; only when you labor and find [success], believe." However, in all things one requires assistance from Heaven. Therefore, say every day after Shacharit a portion of Tehillim—as it is divided according to the days of the month—and on weekdays before prayer give a coin or two to charity and be careful about immersion in a mikveh. May Hashem grant you success to share good news regarding all the above.
With blessing, on behalf of the Rebbe shlita—Secretary
Summary
The Rebbe teaches that spiritual ups and downs are natural but can be addressed through diligent study of Tanya, regular recitation of Tehillim, acts of charity before prayer, and care with mikveh—all combined with sincere effort and reliance on Divine help.
