במענה על מכתבו מט' טבת, הנה מוסג"פ מכתבי למר... שי' ואם נצרך הוא להסברה בודאי ימצא אותיות המתאימות, ובודאי לא יתרשם גם אם לא נראה לו הסכום (אם הנ"ל לע"ע אינו רגיל בו). ויסבירו שמאמר רז"ל עשר בשביל שתתעשר אינו יוצא מידי פשוטו. וככל שיגדיל חלק הצדקה - יגדל ג"כ התתעשר, שהרי ע"ז נאמר ובחנוני נא בזאת (שו"ע יו"ד סו"ס רמ"ז).
ומהנכון הי' שמי שהוא יסביר למר... שאף שלא רציתי לפרש כמה הוא היתר שעל מעשר, הנה צריך להיות קרוב לחומש, וע"פ המבואר בדא"ח (לקו"ת שה"ש ו, ד. כד, ד) בענין החמישית לפרעה וארבע הידות יהי' לכם, ועיין ג"כ בתניא סוף פרק ל"ד: ועוד הרי החומש מעלה עמו כו'.

In response to your letter from the 9th of Teves, enclosed is my letter to Mr... shiyichyeh. If he needs further explanation, he will surely find the appropriate words, and certainly will not be affected even if the amount does not seem suitable to him (if he is not yet accustomed to it at this time).
It should be explained that our Sages' saying 'Aser bishvil shetitasher' (Tithe so that you may become wealthy) is meant literally. The more one increases their portion of Tzedaka, the greater will be their wealth as well. For regarding this it is said: 'Ubechanuni na b'zot' (Test Me now with this) (Shulchan Aruch Yoreh Deah end of siman 247).
It would be proper for someone to explain to Mr... that although I did not want to specify how much above Maaser (a tenth) is permitted, it should be close to a fifth. As explained in Chassidus (Likkutei Torah Shir HaShirim 6d; 24d) regarding 'the fifth for Pharaoh and four portions shall remain for you,' and see also Tanya end of chapter 34: furthermore, the fifth elevates with it etc.
Summary
This letter teaches that giving Tzedaka generously brings tangible blessings in wealth. The Sages' words are meant literally—one can test Hashem in this area and see results. Ideally, one should strive to give up to a fifth of their income.
