במענה על מכתבו מג' פ' וירא, בו כותב אשר נמצא כבר... והתחיל במלאכתו. הרי יה"ר מהשי"ת שיהי' הכל כשורה ובהצלחה, ובודאי למותר לעוררו על המבואר בשו"ע רבנו הזקן ושו"ת הצמח צדק אשר שו"ב בזמן הזה צריך להיות ירא שמים ביותר וביותר.
בודאי הראה לו הוו"ח אי"א נו"נ מוה'... שי' את המכתב אשר כתבתי לו אודות ההכרח לעשות בהפצת היהדות בכלל ובהפצת החסידות בפרט במקומם עתה. ובודאי ראה מכתב כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע בתוכן הכתוב מד' מצעדי גבר כוננו, ודרכו יחפץ ולפום גמלא שיחנא, וכיון שעל פי מכתבו שלשה הם במקומם עתה אשר זכו לטעום מתורת חסידות חב"ד, ע"פ שלשה עדים יקום דבר, דבר התורה הזאת אם רק יעשו בזה במרץ הראוי.
ובהלכות המועד לפני המועד להיכון בעוד מועד, ובאופן המתאים לימי י"ט כסלו וימי חנוכה הבע"ל, נצחון וגילוי המאור שבתורה זוהי פנימיות התורה כמבואר בדרושי חנוכה בכמה מקומות.

In response to your letter from the 3rd of Parshas Vayeira, in which you write that you are already present... and have begun your work. May it be the will of Hashem that everything should be proper and successful, and surely it is unnecessary to remind you of what is explained in Shulchan Aruch of our Rebbe and in the responsa of the tzt"z that a shochat in our times must be exceedingly G‑d-fearing.
Surely the vavac"h iy"a nu"n Moreinu... has shown you the letter I wrote him about the necessity to engage in spreading Judaism in general and spreading Chassidus in particular in your current location. And surely you have seen a letter from my revered father-in-law, the Rebbe zatzal nbgm zya regarding the content written: 'MeHashem mitzadei gever konanu, vedarko yechafetz' (From G‑d are a man's steps established, and He desires his way), and 'lefum gamla shichna' (according to the camel is its load). And since according to your letter there are now three people in your place who have merited to taste from the teachings of Chabad Chassidus, "al pi shlosha eidim yakum davar" (by the testimony of three a matter is established)—the matter of this Torah will stand if only it is pursued with proper vigor.
And as explained in Hilchos HaMoed: before the festival one should prepare ahead of time, and this should be done in a manner appropriate for the days of Yud Tes Kislev and the upcoming days of Chanukah—the victory and revelation of the inner light within Torah, which is the inner dimension of Torah as explained in many discourses on Chanukah.
Convey my regards to all those present with you, and gather everyone together on the bright day—our day of redemption and soul-liberation—Yud Tes Kislev that is approaching.
