במענה על מכתבו מי"ט סיון... כנראה אשר ענין נשי ובנות חב"ד נשתקע כו', ולפלא אשר לאחר כל אשר ראו בהשגחה פרטית כנראה עדיין לא חדרה ההכרה לפנימיותם אשר אין זהו רק ענין של תעמולה כלפי חוץ אלא שבעיקר נוגע לנשי ובנות חב"ד ולביתם ולא רק בענינים של הידור לחוד, ואין הדבר דומה להמצב כשהי' במדינתנו לפנים שאז היתה הברירה רק בשתי הקצוות או במס"נ לצד ימין או הפקירות לצד שמאל לגמרי משא"כ בהמצב עתה וד"ל. וכיון שנשים דעתם קלה הרי ביותר יש לתבוע לארגן זה מהאנשים ויה"ר שיקויים והוא ימשול בך במילי דשמיא שזה יבוא לאחרי שהענין יהי' נוגע להם כמו שצ"ל נוגע. מובן שכל הנ"ל כתוב לכל אנ"ש והרשות בידו וגם הזכות לפרסם באופן המתאים.

In response to your letter from the 19th of Sivan... It seems that the matter of Nshei U'Bnos Chabad has been neglected, etc., and it is surprising that after all that was seen with Divine Providence, apparently the recognition has still not penetrated deeply that this is not just an issue of external publicity but is primarily relevant to the women and daughters of Chabad and their own homes—not only in matters of extra stringency. The situation is not like it was in our previous country, where there were only two extremes: either self-sacrifice on the right or total abandonment on the left. The current situation is different, and this should be understood. And since women are considered to have lighter resolve, it is even more necessary to demand that the men organize this; may it be G‑d’s will that 'he shall rule over you' in matters of Heaven—that this will come after the matter becomes truly relevant to them as it should be.
It is understood that all of the above is written for all Anash, and he has both permission and merit to publicize it in an appropriate manner.
