מאשר הנני קבלת מכתבו מט"ז סיון וכן הקודם לו וע"פ מרז"ל אין מזרזין אלא למזורזין כו' הנני לעורר עוה"פ ע"ד ההכרח להגדיל הכמות ובמילא גם האיכות בימי הוואקאנס בכל השתדלות האפשרית, כי הרי סו"ס מוכרח הדבר שיהי' באירופא עכ"פ ישיבה אחת תו"ת ואם לא בצרפת אינני רואה מקום לזה כמובן ובמילא צריך לראות שיהי' כמרז"ל אלף נכנסים למקרא כו' שאז סו"ס אחד יוצא להוראה וכמבואר הענינים ע"פ דא"ח בלקו"ת לג' פרשיות בתחלתו. ובלי ספק אשר ככל שירבה מספר התלמידים בימי הוואקאנס כך תגדל האפשריות שירבה ג"כ מספר אלו שישארו ללמוד בתמידיות.
לפלא שבכל מכתביו אינו מזכיר ע"ד השתדלות אודות הוויזה שלו.
המכתב לתלמידי הספרדים בטח יבאר אותו באותיות המתאימות להם ובתוספת נופך משלו והשי"ת יצליחו.
גם ע"ד בריאותו אינו מזכיר דבר ויה"ר שיהי' זה ראי' והוכחה שהכל שלום.

I acknowledge receipt of your letter from the 16th of Sivan as well as the previous one. As our sages say, "We only urge those who are already diligent," so I am once again raising the necessity to increase both the quantity and consequently also the quality during vacation days with every possible effort. After all, it is absolutely necessary that there be at least one Tomchei Temimim yeshivah in Europe; if not in France, I do not see another suitable place for it. Therefore, we must ensure that it follows our sages' teaching: "A thousand enter to study scripture..." so that ultimately one emerges to teach halachah, as explained in Chassidus in Likkutei Torah at the beginning of its three parshiyos.
Without a doubt, as the number of students increases during vacation days, so too will the possibility increase that more will remain to study permanently.
It is surprising that in all your letters you do not mention any effort regarding your visa.
The letter to the Sephardic students should certainly be explained to them in terms appropriate for them and with your own added touch. May Hashem grant you success.
You also do not mention anything about your health; may it be a sign and proof that all is well.
