I acknowledge receipt of your letter from the 16th of Sivan as well as your previous one. As our Sages say, 'We only urge those who are already eager,' I am once again emphasizing the necessity to increase both the quantity and consequently the quality during the vacation days with every possible effort. Ultimately, it is absolutely necessary that there be at least one Tomchei Tmimim Yeshiva in Europe; if not in France, I do not see another suitable place for it. Therefore, it is essential to ensure that it happens. As our Sages say: 'A thousand enter to study Scripture...,' so that eventually one emerges qualified to instruct, as explained in Chassidus in Likkutei Torah on the three parshiyot at its beginning.

Without a doubt, the more students there are during vacation days, the greater the possibility that more will remain for ongoing study.

It is surprising that in all your letters you do not mention any efforts regarding your visa.

The letter to the Sephardic students should certainly be explained to them in language appropriate for them and with your own added touch; may Hashem grant you success.

You also do not mention anything about your health; may it be G‑d's will that this is a sign and proof that all is well.
