... מובן שצריך לנצל את כל הכחות המתאימים בעבודת הרשת. ומה שכתבתי שיהיו המורים-ות מאנ"ש הוא רק בהנוגע לדין קדימה וכמרז"ל עניי עירך קודמין, ובפרט שעבודת הרשת דורשת לפעמים התמסרות יותר ע"ד הרגיל שזהו בנקל יותר לדרוש ולתבוע ולקוות מאנ"ש מאשר מאחרים. ומובן ג"כ, שלאידך גיסא, חבל על כחות מתאימים של אנ"ש שיעבדו בכרמים אחרים, ובפרט, אם יש מקום להרחבת פעולת הרשת, שהרי בעוד מועד צריך להכין העובדים המתאימים לזה ולא שברגע האחרון יצטרכו לחפשם, ובמילא יוכרחו לקחת מכל הבא לידם.... כנראה שמהסברא דסידור יום עיון למורים הרצאות וכו', לא יצא דבר, ואין צועקין על העבר ועכ"פ עתה יסדרו כזה, ומה טוב שיהי' בפרסום המתאים וכו', והתועלת שבזה, הן כלפי פנים והן כלפי חוץ, אין צריכה באר...

It is understood that all suitable talents must be utilized in the work of the Reshet. What I wrote about having teachers from Anash refers only to giving them priority, as our Sages say: "the poor of your city come first," especially since the work of the Reshet sometimes demands more dedication than usual, which is easier to expect and request from Anash than from others.
It is also clear that, on the other hand, it is a loss for suitable talents from Anash to work in other fields—especially if there is room to expand the activities of the Reshet. Therefore, one must prepare suitable workers for this in advance and not wait until the last moment when you will have to search for them and thus be forced to take whoever is available.
Apparently, nothing came out from the idea of organizing a teachers' seminar with lectures, etc., but we do not cry over the past. At least now arrange such an event—and it would be good if it were properly publicized. The benefit in this—both internally and externally—needs no explanation.
