בתודה הנני לאשר קבלת המברק בברכת השנה וכו', וכן נהניתי לקבל פ"ש מכבודו על ידי בא-כחי מנהל לשכת הפליטים הרה"ג והרה"ח וו"ח אי"א עוסק בצרכי ציבור וכו' מוהר"ר בנימין אלי' שי' גורודצקי.
ואף כי מוכרחני להגיד האמת שאחרי שיחתנו בכל זה היתה תקותי שהמוסדות המתאימים יקחו על עצמם את כל הוצאות הבנין לעלית הנוער בכפר חב"ד, כיון שידוע לכלנו מצב אנשי הכפר שאין ביכלתם לשאת בעול זה, וגם הקופה כאן עמוסה חובות, ובשים לב להחומר המיוחד שמהוים אנשי חב"ד וזהו הנסיון הראשון לייסד מושב ברוחם ובאפים, וראויים היו למתנה שיתנו להם בנין, אבל כיון שכנראה לא הי' בידו לפעול זה, מוכרחני להסכים על האופן השני שבהצעתי, היינו שהמוסדות יתנו לע"ע את כל ההוצאה ובתנאי שאחזיר מחציתה במשך הזמן. ומילאתי את ידי בא כוחי הנ"ל, הרב גורודצקי שי', בתור מנהל לשכת הפליטים, לחתום באופן רשמי על חוזה מתאים לתנאים אם דרוש חוזה כזה, וכן להתדבר על דבר פרטי התנאים, היינו אופני התשלומים וזמניהם. אקוה אשר גם בזה יתן כבודו את עזרתו במילואה.

And although I must honestly say that after our conversation about all this, I had hoped that the appropriate institutions would take upon themselves all the expenses for building Aliyat HaNoar in Kfar Chabad—since it is well known to all of us that the situation of the people in the village does not allow them to bear this burden, and also our fund here is weighed down with debts—and considering the special character represented by Chabad members and that this is the first attempt to establish a settlement in their spirit and approach, they were worthy of being given a building as a gift. However, since apparently it was not possible to accomplish this, I am compelled to agree to my second suggestion: namely, that for now the institutions will provide all the expenses on condition that I will repay half over time.
I have authorized my above-mentioned representative, Rabbi Gorodetzki Sha"y, as director of the Refugee Office, to sign officially on an appropriate contract according to these conditions if such a contract is required and also to discuss details regarding terms—that is, payment methods and their timing.
