After the announcement of "Mashiv HaRuach U'Morid HaGeshem" before Musaf, even someone who has not yet prayed Shacharit should recite "Mashiv HaRuach U'Morid HaGeshem" in their Shacharit, provided that there is no one praying in another Shacharit minyan.
