(3) באם שואל ביפוי כח מאחותו – כדאי שתסתדר בסמיכות לההורים שי' והם ימצאו שם שדכן בעל מרץ שישתדל בנוגע לשידוך מתאים.

As per the instruction of a Rav who is a halachic authority.

Your sister, may she live and be well, is older, etc.—is it really proper that he should decide on her behalf in such matters?!

If he is asking with her authorization—it's advisable that she arrange to live near the parents, may they live and be well, and they will find there an energetic matchmaker who will work diligently regarding a suitable shidduch. I will mention this at the Tziyun for success in these matters.
