חכמינו ז"ל מעשה עיקר. כוונתי פשוט להוספה בקיום המצוות מעשיות דתורתנו הק' תורת חיים, שכשמה כן

הוראה בחיי היום יום לחיים ראויים לשמם.
ואם בכל אחד ואחת הדברים אמורים, על אחת כמה וכמה בנוגע להנוער אשר עליו עוד לבסס השקפת עולם עלי' יקבע חייו וחיי משפחתו בבוא הזמן. ובסגנון האמור, אם בכל מקום הדברים אמורים, על אחת כמה וכמה בארץ הנקראת אפילו בפי כל עמי העולם ארץ הקודש, היא ארצנו הקדושה עלי' נאמר

אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה.
ובפרט בתקופתנו הרת מבוכות, ובמצב הבין-לאומי, אשר זקוקים אנו לתוספת בטחון ולביסוס ההגנה על בני ובנות ישראל בכל מקום שהם, כולל בפרט ארצנו הקדושה, והרי התורה ומצותי' הן
תריס
בפני כל דבר בלתי רצוי, והן הן הדרך והאמצעי לברכת ה' שומר עמו ישראל, ובלשון הכתוב – בקשר עם ימים אלו של הכנה לחג מתן תורתנו וקבלת התורה – "אתם ראיתם אשר עשיתי למצרים גו' ועתה אם שמוע תשמעו בקולי ושמרתם את בריתי והייתם לי סגולה מכל העמים, כי לי כל הארץ" (יתרו יט: ד, ה).

I hereby express my thanks for your letter along with the article about the visit to Kfar Chabad. I hope that the impression made on the visitors by the atmosphere and life in Kfar Chabad will be realized in action and deed, based on our Sages' saying: "Action is paramount." My intention is simply to increase the fulfillment of practical mitzvos of our holy Torah, a Torah of life, which—as its name implies—is a guide for daily living worthy of its name.
If these words apply to everyone, how much more so regarding youth, who still need to establish their worldview upon which their lives and those of their future families will be built in due time.
In this same manner: if these words are true everywhere, how much more so in the land called even by all nations "the Holy Land," our holy land about which it is said: "A land which the eyes of Hashem your G‑d are upon from the beginning of the year until year's end."
Especially in our turbulent times and international situation, when we need increased security and strengthening of protection for Jewish sons and daughters wherever they are—especially in our holy land—and since Torah and its mitzvos are a shield against anything undesirable, they are also the path and means for Hashem's blessing upon His people Israel. As it is written—in connection with these days of preparation for Shavuos and receiving the Torah—"Atem re'item asher asiti leMitzrayim... Ve'atah im shamoa tishme'u bekoli u'shmartem et beriti veheyitem li segulah mikol ha'amim ki li kol ha'aretz" (You have seen what I did to Egypt... And now if you will surely listen to My voice and keep My covenant you will be a treasure to Me from among all peoples, for all the earth is Mine) (Yitro 19:4-5).
Blessings to all students to go from strength to strength in learning our Torah and fulfilling its mitzvos, and to bear with justice and pride the traditional title given to every Jewish son and daughter—son of Avraham Yitzchak Yaakov and daughter of Sarah Rivkah Rachel Leah. With wishes for a joyful festival—to receive the Torah with joy and inwardness.

The Rebbe teaches that inspiration must lead to concrete action—especially practical mitzvah observance—which brings blessing and protection. This is particularly vital for youth forming their worldview and for Jews living in Eretz HaKodesh during challenging times.
