הכתוב
וראו כל עמי הארץ כי שם ה' נקרא עליך ויראו ממך – אלו תפילין שבראש, זאת אומרת שקיום יעוד זה קשור במיוחד בקיום מצות תפילין.

Your letter reached me with delay, and at an auspicious time I will mention you and your household for the fulfillment of your heart's wishes for good in the matters you wrote about.
May it be G‑d's will that you utilize all your abilities in your most responsible position for the benefit of Am Yisrael, a holy nation in the Holy Land. On a deeper level, may this align with our holy Torah's words: Ki Hashem Elokecha Mithalech Bekerev Machanecha LeHatzilcha U'Letet Oyvecha Lefanecha VeHaya Machanecha Kadosh ("For Hashem your G‑d walks in the midst of your camp to save you and give your enemies before you; therefore your camp shall be holy").
It is known from our Sages' saying: Haba LeTaher ("One who comes to purify")—and as explained by Admor HaZaken, LeTaher has two meanings: to purify oneself and to purify others—he is assisted, receiving special help from Hashem Elokei Tzevaot.
I have already stated regarding such cases that there is a unique segulah in the precise fulfillment of the mitzvah of tefillin by every member of our people, Bnei Yisrael—and all the more so those serving in the army. Our Sages explicitly said regarding the verse VeRa'u Kol Amei HaAretz Ki Shem Hashem Nikra Alecha VeYare'u Mimeka ("And all the peoples of the earth shall see that the name of Hashem is called upon you and they shall fear you")—these are tefillin worn on the head. This means that fulfilling this promise is especially connected to observing the mitzvah of tefillin.
