חכמינו ז"ל אין מזרזין אלא למזורזין, רצוני לעורר עוד הפעם, שהרי רואים גודל המבוכה שהמצב הביא בארץ הקודש ובפרט בחו"ל, ובודאי אין צורך לחזור על הטעמים והנימוקים שגם במכתב הקודם מיותרים היו כי ידועים לכ'. שלכן מוכרח לדעתי ומוטל על כאו"א לעשות בזה ובמרץ, ויפה שעה אחת קודם.
ויהי רצון שימים אלו שייהפכו לששון ולשמחה, ייהפכו גם בענין זה לששון ולשמחה, שמחה גלוי' שתאחד כל חוגי עמנו בני ישראל. וכיון

נ.ב. עוד מהסיבות שעוררו אותי לכתוב למר עוה"פ בלי לחכות לאישור מכתבי הקודם הוא שהגיעתני שמועה אשר יוזמי הגזירה האמורה נפלו על המציאה להשתיק דעת הקהל על ידי שתיקה כללית בבעי' זו, ז"א להשפיע על העתונים שיפסיקו הדיון בהאמור ושלא לענות על פניות ושאלות בזה וכולי, ובפרט שעתה ימי הקיץ וימי החופש ומנוחה מכל דבר רציני. ולאחרי הקיץ הרי כבר יהי' הענין בבחינת ישן נושן, והנסיון בעבר הוכיח שהסרת ענין מסדר היום הצליח להשתיק התגובה, והי' לא תהי' בענין איום זה ח"ו.
ויהי רצון שמכאן ולהבא אך טוב יבשר איש לרעהו.

Shalom u'Vrachah! Surely you received my previous letter in due time, and now I am writing again regarding the point in my previous letter about the Mihu Yehudi (Who is a Jew) question. Please forgive me for writing again before receiving confirmation or a reply; however, the gravity of this matter compels me—especially since, based on our acquaintance, I am certain that your lack of response is only due to external reasons. There is no doubt that you also see how serious this matter is and that something must be done about it, etc.
Since our Sages teach us that one does not urge except those who are already diligent, I wish to encourage once more. We see how much confusion this situation has caused in Eretz HaKodesh (the Holy Land), especially in the Diaspora. Surely there is no need to repeat the reasons and arguments—which were already superfluous in my previous letter—since you know them well.
Therefore, it is necessary in my opinion—and incumbent upon each and every one—to act on this with energy; and the sooner, the better.
May it be G‑d's will that these days which will be transformed into joy and gladness will also bring joy and gladness regarding this matter—a revealed happiness that will unite all circles of our people, Bnei Yisrael. Since the heart of Israel is awake—even one who has sinned remains a Jew—I am confident that even those who initiated this terrible decree will be satisfied with a positive change. Through transforming these days into joy and gladness in many areas, may we merit the true and complete redemption for all Bnei Yisrael from both inner and outer exile—until these days are literally turned into joy and gladness as written in Scripture.
With honor and esteem, awaiting good news regarding all of the above as well as concerning L.B.B.
P.S. Another reason that prompted me to write to you again without waiting for confirmation of my previous letter is that I heard a report that those who initiated this decree have found an opportunity to silence public opinion by enforcing general silence on this issue—that is, influencing newspapers to stop discussing it and not respond to inquiries or questions about it—especially now during summer vacation when people are away from serious matters. After summer passes, the issue will already be considered old news; past experience has shown that removing an issue from public discussion succeeded in silencing reactions—and there should not be such silence regarding this grave threat.
May it be G‑d's will that from now on everyone should only share good tidings with one another.
