ובנידון חודש זה, שראשיתו מצער, הרי תוכן הענין הוא ברור ופשוט

Shalom u'Vrachah!
The national gathering of Nshei U'Bnos Chabad in Kfar Chabad in our holy land—may it be rebuilt and established by our righteous Moshiach speedily in our days—may Hashem grant them life, blessing and peace!
I received with pleasure the news about the gathering, and may it be G‑d's will that it be very successful.
This month is a remembrance of events of destruction and exile; yet at the same time it is also a month of comfort—as its name Menachem Av indicates. The purpose of remembrance is to bring about actual deeds appropriate to these themes. Regarding this month, whose beginning is marked by sorrow, its meaning is clear from the traditional prayer text: "U'mipnei chata'einu galinu me'artzeinu" (And because of our sins we were exiled from our land). From this it is understood that rectification and comfort come through weakening and eliminating the cause (our sins), by turning away from evil and doing good—strengthening daily observance of Torah and mitzvos.
When Nshei U'Bnos Chabad gather for their annual convention—they will surely take full advantage of this opportunity to emphasize the most important role of the Jewish woman in all serious and vital matters throughout our people's history. This began with righteous women through whose merit our ancestors were redeemed from Egypt—the first and general exile—and to whom the first words were addressed at Matan Torah ("Beis Yaakov" first, then "Bnei Yisrael"). From time to time their righteousness and virtues have been renewed in many significant events in our history.
Regarding this month specifically—our Sages taught that there were no greater festivals for Israel than Tu B'Av etc., when the daughters of Israel (Jerusalem) would go out etc., and what would they say etc. (the foundation for a family and home in Israel to be everlasting is when they are based on Torah and mitzvah generally—and especially): "Sheker hachen v'hevel hayofi ishah yiras Hashem hi tithalal" (Grace is falsehood and beauty is vain; a woman who fears Hashem shall be praised). Even according to the version "daughters of Jerusalem," Jerusalem is the capital city for all Eretz Yisrael and all Jews everywhere—especially as a guide for life and living example. As Scripture says: "Ki miTzion tetzei Torah u'dvar Hashem miYerushalayim" (For from Zion will go forth Torah, and the word of Hashem from Jerusalem).
May it be G‑d's will that this gathering succeed fully in its mission—in practical action—to strengthen Beis Yisrael with lives founded on fear of Hashem and love of Hashem. Especially emphasized—as required by current times—is modesty.
